(San Mateo, CA) for the purchase of concrete removal, replacement, and repair services beginning on or about September 1, 2026, and ending on or about August 31, 2027, for a not-to-exceed amount of $5,670,000, subject to the appropriation of funds;

address deteriorated or damaged concrete, maintain compliance with applicable accessibility requirements, and provide safe, functional, and accessible public spaces for residents and visitors.

BACKGROUND

The Airport, Environmental Services, Parks Recreation and Neighborhood Services, Public Works, and Transportation Departments oversee various locations throughout San José. Many of these locations involve concrete infrastructure requiring ongoing maintenance.

- The Airport Department is responsible for overseeing maintenance of all concrete pavement surfaces at San José Mineta International Airport.

- The Environmental Services Department is responsible for the maintenance and repair of concrete sidewalks with vaults and meter boxes, Pump Stations with curbs, gutters, driveways, and concrete pads, and other concrete surfaces at City facilities.

- The Parks, Recreation, and Neighborhood Services Department is responsible for the maintenance and repair of sidewalks, pathways, trails, and other concrete infrastructure at City parks and recreational facilities.

- The Public Works Department is responsible for the maintenance and repair of over 400 City facilities and structures, such as police facilities, fire stations, community centers, libraries, parks, and corporate yards.

- The Transportation Department is responsible for the maintenance and repair of accessible pedestrian facilities within the public right-of-way.

Departments regularly evaluate concrete conditions and identify service needs through service requests, field inspections, referrals, and other notification methods. These evaluations help departments document existing conditions, determine appropriate corrective actions, establish repair priorities, and track identified deficiencies through completion. Vendors will be required to furnish labor, supervision, materials, tools, equipment, hauling, disposal, traffic control, pedestrian access measures, and other services necessary to complete concrete removal, replacement, and repair services.

Staff will coordinate repairs, inspect completed repairs, verify quantities, and approve payment for completed services in line with contractual requirements. The services provided through the purchase orders identified in the recommendation will help to ensure City facilities remain safe, functional, and accessible for the public.

ANALYSIS

In May 2026, a competitive Request for Bid was facilitated by the Finance Department to procure these services. The Request for Bids was structured as five separate packages, one for each of the following departments: the Airport, Environmental Services, Parks Recreation and Neighborhood Services, Public Works, and Transportation Departments. Vendors were permitted to bid on one or multiple packages. The Request for Bids provisioned for a one-year initial term and an additional six one-year options for the City to extend the term. Four responsive bids were submitted.

Local and Small Business Enterprise Preference: In accordance with San José Municipal Code Section 4.12.320B, bidders who requested and qualified for the local business preference would be given a 2.5% credit of the cost bid and bidders who requested and qualified for the small business preference would be given an additional

2.5% credit of the cost bid. Duran Construction Group qualified for the local and small business enterprise preference. Golden Bay Construction, Inc. qualified for the local business enterprise preference. The other two vendors did not qualify for the local or small business enterprise preference.

Protest: The City’s Request for Bids process included a 10-day protest period that began when the City issued the Notice of Intended Award on July 7, 2026. No protests were received.

Award: Staff recommends award to Duran Construction Group, Golden Bay Construction, Inc., and J.J.R. Construction, Inc. as the lowest-priced, responsive, and responsible bidders pursuant to the bidding procedures of the San José Municipal Code, Section 4.12.310B(2).

Approval of this recommendation ensures the City receives these essential services for concrete removal, replacement and repair.

EVALUATION AND FOLLOW-UP

No additional follow-up action with the City Council is expected at this time.
