JOINT MEETING OF THE RULES AND OPEN GOVERNMENT COMMITTEE AND
COMMITTEE OF THE WHOLE
SAN JOSÉ, CALIFORNIA WEDNESDAY, SEPTEMBER 2, 2026
The Committee meeting was held in the Council Chambers and convened at 2:00 p.m.
Present: Councilmembers - Kamei, Foley, Doan, Candelas.
Absent: Councilmembers - Cohen.

A. City Council (City Clerk)
1. Review September 8, 2026 Final Agenda – Cancelled.
2. Review September 15, 2026 Draft Agenda
a) Add New Items to Draft Agenda
b) Assign "Time Certain" to Agenda Items (if needed)
c) Review of Notice of Waiver Requirements for Agenda Items or Documents (if needed) Public Comment: None provided.
Action: Upon motion by Councilmember Bien Doan, seconded by Councilmember Domingo Candelas, and carried unanimously, the Committee approved the draft agenda for the City Council meeting on September 15, 2026. (4-0-1; Absent: Cohen)
B. Consent Calendar
Public Comment: (In Person) Akos and (Virtual) Blair Beekman offered public comment.
Action: Upon motion by Vice Mayor Pam Foley, seconded by Councilmember Bien Doan, and carried unanimously, the Consent Calendar was approved as a whole, with the following actions taken as indicated. (4-0-1; Absent: Cohen)

2. Infrastructure Financing Tools for Economic Development Study Session. (Economic Development and Cultural Affairs/Finance)
Set a City Council Study Session entitled Infrastructure Financing Tools for Economic Development for Friday, October 2, 2026, from 9:30 a.m. to 12:00 p.m. in the City Council Chambers and approve the Study Session agenda.
Action: A City Council Study Session entitled Infrastructure Financing Tools for Economic Development was set for October 2, 2026, and the Study Session agenda was approved. (4-0-1; Absent: Cohen)
C. Rules Committee Reviews, Recommendations and Approvals No items provided.
D. Open Forum
1. (In Person) Akos addressed the removal of pedestrian-prohibited signs and to securing sidewalks along expressways.
2. (Virtual) Blair Beekman noted that the public meeting comment time has become too limited for meaningful participation and called for a more community-focused process.
3. (Virtual) Call-In-User 1 discussed Zoom access to a Parking Commission meeting and expressed concern over parking changes in downtown.
