Dear Mayor Mahan and Members of the San Jose City Council, I am writing as Assistant Superintendent of Educational Services for the Oak Grove School District to express support for the Glider Residential Project and to respectfully ask for the Council's approval. I have had the privilege of serving our school district for 20 years in many capacities, including teacher, principal, director and now in my current role. I’m raising two children in our district’s schools, and our family calls the district home, as we live about 2.5 miles from the proposed Glider Residential Project. As a neighbor, parent, and dedicated school leader, I am confident that the value this development will bring to Oak Grove School District will impact student’s education and lives for many years to come.

Oak Grove serves more than 8,375 students, but like many districts in our region, we face declining enrollment tied to housing costs that push families with children out of our community. Fewer students means less revenue, even as the needs of the students who remain stay the same. The approximately $26.6 million in proceeds from this property would help safeguard the programs our students rely on such as smaller class sizes, libraries, arts and music, after school sports, special education, and multilingual learner support. The funding would come at a critical time when those programs are increasingly at risk.

Beyond the fiscal benefit, Glider addresses the affordability crisis directly by creating 80 ownership homes, including 11 deed-restricted affordable units, along with 159 new trees and a publicly accessible park. Nearby schools have room to welcome the families this project will bring, allowing us to grow enrollment even as we help more families put down roots in San José.

It's also worth noting what this project resolves: eight years of vacant, blighted property that has cost the District in maintenance, security, and liability without benefiting anyone. Approval turns that liability into an asset — new homes, new neighbors, and new opportunities for families to build a future here.

This project reflects years of careful review, including environmental analysis, community input, and City evaluation, culminating in the Planning Commission's unanimous recommendation on August 26, 2026. From an educational standpoint, the case for moving forward is clear.

On behalf of the students and families of Oak Grove School District, I urge the Council to approve the Glider Residential Project.

Sincerely,
Jenay L. Enna

Subject: Letter of Support for the Glider Residential Project (Glider Elementary School Site)

Dear Mayor Mahan and Honorable Council Members,

On behalf of the Oak Grove Educators Association (OGEA), representing more than 400 educators serving the students and families of the Oak Grove School District (OGSD), we are writing to express our strong support for the proposed Glider Residential Project at the former Glider Elementary School site. We respectfully urge both the Planning Commission and the City Council to approve this project.

For our educators, this proposal is fundamentally about protecting students and sustaining high-quality public education:

● Direct Educational Reinvestment: The approximately $26.6 million in proceeds from the Glider property will allow OGSD to maintain lower class sizes and preserve vital programs—including counseling, library services, music, the arts, electives, special education, and support for multilingual learners.
● Fiscal Stability & Staffing: Like many districts across our region, Oak Grove faces enrollment decline and ongoing budget pressures. Transforming an unused school site into financial resources helps protect the teachers and staff who serve our community daily.
● Welcoming New Families: The proposed housing presents a clear opportunity to bring new working families into our neighborhood. Nearby schools, such as Taylor Elementary and Sakamoto Elementary, have ample capacity to welcome additional students.

● Broader Community Benefits: The development adds 80 homeownership opportunities to San José (including 11 deed-restricted affordable units), builds a publicly accessible park, and commits to prevailing wages for construction labor. This proposal supports high quality construction jobs in our community.

We appreciate that land use, environmental, and traffic considerations must be evaluated. We simply ask that you weigh these factors alongside the undeniable long-term educational and economic benefits to our community. Approval of this project represents a direct investment in stable schools, stable local jobs, and high-quality learning environments for children.

Thank you for your time, leadership, and continued service to San José.

Respectfully submitted,

Luis Velasquez, President
Bob Prola, Vice President

My name is Frankie Robles, Manager of Operations for the Oak Grove School District which currently owns the Glider Elementary school property at Cozy Drive. I am writing in favor of Agenda item 10.2.

Approving this project would help stop the hemorrhaging of more than $10,000 a month in security funds our district spends to keep the campus secure and free from mischief. At the turn of the new year our Glider campus became a viral video on social media. The account holder breaks into "abandoned" buildings and poses a challenge for others to "get further into the building" than he did. This viral video made Glider elementary a site for loitering, tagging, and continued community disturbances. This has also caused our on-call managers and maintenance staff to miss new years eve, new years day, and other after hours family and friend events as they had to report to numerous break ins at Glider. Most importantly, this empty building has become a huge safety issue with late night break-ins taking place to which Oak Grove Maintenance staff as well as San Jose Police Department report to and are unsure who they're going to encounter and what their intentions are. Attached are pictures of makeshift roof slides where those breaking in slide down about 22 feet to cause mischief inside. T The sale of the property would help eliminate this safety risk, stop unnecessary spending, and provide funds for our district as we face another year of declining enrollment , budget reductions, and tighter fiscal spending.

Thank you for your time in reading this and all you do for San Jose.
