ITEM: 2.10
HONORABLE MAYOR AND CITY COUNCIL
August 24, 2026
Subject: First Amendment to the Agreement with Granicus, LLC for a Web Content Management System
BACKGROUND
The City Manager’s Office of Communications provides centralized oversight and strategic management of the City’s public-facing website in coordination with City departments. In June 2017
1, City Council approved the execution of an agreement for a web content management system with Granicus, LLC (formerly Vision Technology Solutions, LLC) as the result of a competitive solicitation. This web content management system supports the City’s website2.
The initial five-year term of the agreement was from July 1, 2017, through June 30, 2022, with five one-year options to extend the term. Between July 1, 2022, and July 1, 2026, City exercised five one-year option terms to extend the agreement through June 30, 2027, for ongoing software subscriptions, services, support, and maintenance. The services provided through the amendment identified in the recommendation will provide continuity of services to help ensure operation of the City’s website in coming years while long-term web content management solutions are evaluated.
ANALYSIS
The current agreement expires on June 30, 2027, and all existing option terms have been exercised. City Council approval is now required to further amend the agreement to add five additional one-year option terms for continuity of services past June 30, 2027. The services provided through the existing agreement with Granicus, LLC have been sufficient to meet the City’s needs for a web content management system.
Staff have determined that extending the current agreement to provide additional time for an assessment of industry solutions may reduce costs in the near term. Savings are expected by deferring costs associated with a potential new system implementation.
The initial system implementation cost was approximately $350,000 in 2017, whereas annual support costs are approximately $65,000. A new system implementation would involve the migration of over 4,000 webpages and 55,000 documents, and the additional resources needed to ensure the successful transition to a new solution. Any changes to the ongoing costs will be incorporated in the future budget process.
Approval of this recommendation will ensure the City continues to receive these essential services needed to maintain the existing web content management system.
EVALUATION AND FOLLOW-UP
No additional follow-up action with the City Council is expected at this time.
