Commander badging system and migrate all doors, elevators, and physically access- controlled assets onto a modernized CCURE 9000 enterprise platform. Approval of this recommendation will help to ensure the continuous operation of automated access control systems, modernize the underlying operating system and database, close potential cybersecurity gaps, eliminate single points of failure, and will result in a more secure and reliable access control system for City Hall facilities.
BACKGROUND
In June 2013
1, City Council approved the execution of an agreement with Securitas Technology Corporation (formerly Stanley Convergent Security Solution, Inc.) for automated access control system maintenance services at the San José Mineta International Airport as a result of a competitive solicitation. The initial term of the agreement was from July 1, 2013, through June 30, 2018, with five one-year options to extend the agreement through June 30, 2023. Between February 2016 and June 2025, City Council adopted additional resolutions to add services and option terms to the agreement2.
Since the initial term, the City has executed nine option terms to extend the agreement through June 30, 2027. The upgrade project added through this amendment is projected to cost an additional $645,062.68. While the initial agreement was set up for San José Mineta International Airport facilities, the scope is consistent with access control system needs at other City facilities.
The City Hall access control system is currently operating on the original platform from the construction of the facility. The system has shown increasing signs of deterioration over the past several years, negatively impacting system reliability.
Upgrade services added through this amendment will include the phased migration of the City Hall access control system from a legacy Honeywell Facility Commander platform to CCURE 9000. The City currently operates a hybrid environment where CCURE 9000 is currently used to support employee parking garages, while the main City Hall building, including the parking garage, tower, and wing, is controlled by Facility Commander. The services provided through the amendment identified in the recommendation will help to ensure City facilities remain secure, functional, and accessible for staff and the public.

Subject: Amendments to the Agreement with Securitas Technology Corporation for Automated Access Control System Services
ANALYSIS
The CCURE platform is compatible with much of the existing access control hardware in place at City Hall and is currently in use at other City facilities. Amending the current agreement with Securitas Technology Corporation to upgrade access control systems at City Hall facilities will help to expedite the implementation process and ensure consistency among City systems. It is anticipated that once the new CCURE system is fully integrated, its useful life will be 10 years or longer.
Without a modernized upgrade, City Hall facility access control systems will continue to operate on infrastructure that may no longer receive updates or technical support.
Service disruptions will likely become more frequent, which may reduce the overall reliability of City Hall’s access control environment. Approval of this recommendation ensures the City receives these essential services for access control system upgrades and ongoing support and maintenance.
EVALUATION AND FOLLOW-UP
No additional follow-up action with the City Council is expected at this time.
