COUNCIL DISTRICT: Citywide

SUBJECT: Actions Related to the Purchase Order with OpportunitySpace, Inc. dba Tolemi for Redevelopment Impact Assessment Tools

RECOMMENDATION

Adopt a resolution authorizing the City Manager or her designee to exercise up to five additional one-year options to extend the term of the purchase order with OpportunitySpace, Inc. dba Tolemi, (Boston, MA), for redevelopment impact assessment tools, with the last option ending on or about May 31, 2032, subject to the appropriation of funds.

SUMMARY AND OUTCOME

This recommendation authorizes the City Manager or her designee to execute additional options to extend the existing purchase order with OpportunitySpace, Inc. dba Tolemi for redevelopment impact assessment tools to provide continuity of services through May 31, 2032.

City departments, including Housing, Planning, Building, and Code Enforcement, and the City Manager’s Office of Economic Development and Cultural Affairs, utilize redevelopment impact assessment tools to analyze development opportunities, housing production, and displacement risks. Approval of this recommendation will help to ensure continued access to a critical analytical platform that supports housing planning, economic development initiatives, and implementation of future Housing Element updates.

BACKGROUND

In March 2022, a competitive Request for Quote was facilitated by the Finance Department to procure redevelopment impact assessment tools. Two responsive bids were submitted. Staff awarded OpportunitySpace, Inc. dba Tolemi, as the responsive, and responsible bidder pursuant to the bidding procedures of the San José Municipal Code, Section 4.12.310B(1) under the City Manager’s contract authority.

In November 2022
1, City Council approved the execution of a purchase order with OpportunitySpace, Inc. dba Tolemi for redevelopment impact assessment tools as a result of a competitive solicitation. Since the implementation of the redevelopment impact assessment tools, the platform has been configured to integrate numerous City business systems, data sources, and locally developed analytical models. The platform includes automated data pipelines that regularly refresh information used to support redevelopment, housing, and economic development analyses. Considerable effort has gone into the integration, configuration, tuning, and validation of the platform.

Continuing to leverage and build upon the existing platform is significantly more cost- effective and requires substantially less staff time than implementation of a new solution.

ANALYSIS

The redevelopment impact assessment tool platform has improved staff access to information and reduced the time required for policy research, planning, and site selection analysis. It has been a key resource for evaluating economic development policies and investments supporting COVID-19 recovery and BART Phase II development. In addition, the platform served as the primary analysis tool supporting the state-mandated 2023 update to the Housing Element of the General Plan.

With work on the next Housing Element update planned for 2027-2032 and BART Phase II development continuing, access to a standardized analytical toolset remains important to ensure consistency in data inputs, methodologies, and decision making.

The five additional one-year terms described in the recommendation will allow the City to continue utilizing this platform throughout the upcoming plan cycle. Approval of this recommendation ensures the City receives these essential redevelopment impact assessment tools.

EVALUATION AND FOLLOW-UP

No additional follow-up action with the City Council is expected at this time.
