Do not open links or attachments from untrusted sources. Learn more) Dear Mayor Mahan and City Councilmembers ,
On behalf of the VEP Community Association, I am writing to ask that you strengthen Item 3.3 on the September 22 agenda by adding the City of San Jose 's support for the City of Murrieta 's resolution at the upcoming CalCities conference.

As a community association, we hear regularly from residents who want a real voice in decisions affecting their neighborhoods. Land-use decisions are not abstract policy questions, they determine whether our streets are safe, whether infrastructure can keep pace, how neighborhood character is protected, and whether growth is planned responsibly.

When state mandates override local General Plans, residents lose the ability to hold their own elected representatives accountable for decisions that directly affect daily life. Our community should not be told that local concerns cannot be addressed simply because "state law requires it." We respectfully ask the Council to:

1. Support Murrieta's resolution urging CalCities to develop a strategy, including consideration of a state constitutional amendment, to restore meaningful local land-use authority to California communities.

2. Direct the City's IGR staff and lobbyists to actively advocate for the resolution and its implementation.

San Jose residents deserve a City Council that can listen to the community , balance competing needs, and make land-use decisions with local conditions in mind. We ask you to take a clear position for local accountability and community participation on September 22.

Thank you, and sincerely,
Alain Mowad
President
VEP Community Association

I respectfully ask the City Council to:

1. Support the Murrieta resolution calling on Cal Cities to develop a strategy to strengthen local land use authority, including consideration of a state constitutional amendment.

2. Direct San Jose's Intergovernmental Relations staff and lobbyists to actively advocate in support of the resolution and its implementat ion.

Housing is one of the most important issues facing our region, and I see firsthand how housing policy affects homeowners, buyers, neighborhoods, and our broader community. While statewide housing goals are important, I also believe San Jose should retain a meaningful voice in the land use decisions that directly affect our city.

Our General Plan and local planning processes should matter. San Jose residents deserve accountability from the local leaders who know our communities and are directly responsible to the people who live here.

I respectfully ask you to support the Murrieta resolution and advocate for meaningful local involvemen t in land use decisions.

Thank you for your considerat ion and your service to San Jose.

Sincerely,

Statewide, one-size-fits-all mandates overriding our General Plan must end. Historically, unplanned , and expedient development
has created expensive and sometime tragic mistakes. Many cities in developed countries, including the US, have struggled with
inefficient and slow transportat ion infrastructure as population and density increased. Only those cities with pre-existing, inexpensive ,
robust, and efficient mass transit have had any success in maintaining livable, pleasant urban environments. To paraphrase Steve
Jobs, State mandates that increase density by right without local oversight to assess the local impact will have serious unintended
consequences at the worst possible time.

Please take a stand for local oversight on September 22.

Sincerely,
Michael Overholt

I am writing to urge your immed iate and decisive action on Item 3.3 during the September 22 agenda. This is a critical juncture for our community, and I respectfully request that the City Council formally support the City of Murr ieta's resolut ion at the upcom ing League of California Cities conference.

Specifically, I urge the Council to vote to:
• Support the Murrieta Resolution, which demands that CalCities establish an aggressive strategy -including a state constitutional amendment-to restore local land-use authority to our cities. • Direct Intergovernmental Relations (IGR) staff and lobbyists to actively and immed iately advocate in favor of th is resolution and its implementat ion.

The erosion of local oversight through statewide, one-size-fits-all mandates undermines our community's General Plan and our fundamental right to self-governance. This trend demands an immediate course correction.

Please stand up for local autonomy and safeguard our community's future on September 22. Thank you for your continued dedication to our city and for your urgent attention to this vital matter.

This morning while scrolling NestDoor , I read a post on how Council members George Casey and Domingo Candelas are supporting a local control resolution at the Calcities meeting regarding housing. Too often our state mandates laws that do not benefit our cities or its residents. The push for housing at any cost especially in the more populated cities in our state will only hurt the residents in San Jose, As the push to house more people without the needed infrastructure like parks, police, fire and great schools serves no purpose other than to increase crime, traffic and blight in our larger cities. Please consider the memo written by Council members Casey and Candelas.

We pay a lot of money to buy our single family homes in San Jose. The infrastructure is not designed to take on the massive over stuffing the State wants.

Just a few houses on my street where adult children, grandparents and caregivers have moved in already make trash night a mess of carts . Holidays are no longer able to be hosted at OUR homes due to parking.

Why should we stay if our neighborhoods are intolerable? Specifically, I request that the City Council vote to:

Mayor and City Council:
earn wh this is im ortant
As a lifelong resident of San Jose, I urge you to vote to accept the recommendation in Councilmember Casey's and Councilmember Candelas's memorandum to the Mayor and City Council, dated September 18, 2026, regarding a policy position to the 2027 Legislative Program supporting legislation that restores and strengthens local control over housing and land use matters.

California's politicians are causing irreparable damage to our neighborhoods. The state legislature has passed numerous housing mandates, signed into law by Governor Newsom, that will density every single neighborhood throughout California regardless of infrastructure stability, parking needs, water supply, and fire risk. Since it is impossible for cities to comply with all of these absurd housing mandates, developers, who contribute large sums of money to the "housing activists," have free rein to build whatever they want wherever they want to build it.

The gridlock, overcrowding, and ugly buildings infiltrating our neighborhoods as a result of all of this pack-and-stack high density housing are infuriating.

I will remember the Councilmembers who did not sign the memorandum referenced above and who rejected the recommendation at the Council meeting. In upcoming elections, I will only vote for candidates - at the state and local levels - who support restoring local control of housing and land use matters. Enough of this madness.

My name is Gregory T. Dewing and I am a long-time San Jose resident and voter. I am writing to urge your immediat e and decisive action on Item 3.3 during the Septemb er 22 agenda. This is a critical juncture for our community, and I respectfully reque st that the City Council formally support the City of Murrieta 's resolution at the upcoming League of California Cities conference.

Specifically , I urge the Council to vote to:

Support the Murrieta Resolution, which demands that CalCities establish an aggressive strategy including a state constitutional amendment- to restore local land-use authority to our cities.

Direct Intergovernmental Relations (IGR) staff and lobbyists to actively and immediately advocate in favor of this resolution and its implementation .

The erosion oflocal oversight through statewide , one-size-fits-all mandate s undermine our community' s General Plan and our fundamental right to self-governance . This trend demands immediate course correction.

Please stand up for local autonom y and safeguard our community's future on September 22.

Thank you for your continued dedication to our city and for your urgent attention to this vital matter.
