SUBJECT: Amendment to the Lease of
Airport Premises Agreement
with Jett Pro Line Maintenance
DATE: September 8, 2026
Approved
Date:
9/17/26
COUNCIL DISTRICT: Citywide
RECOMMENDATION
Adopt a resolution authorizing the City Manager or her designee to negotiate and execute the Ninth Amendment to the Lease of Airport Premises Agreement between the City of San José and Jett Pro Line Maintenance, extending the term for three years from the current expiration date of November 30, 2026, through November 30, 2029.
SUMMARY AND OUTCOME
Approval of the proposed amendment will allow Jett Pro Line Maintenance to continue leasing hangar space to provide maintenance support for airline ground support equipment at the San José Mineta International Airport (Airport).
Jett Pro Line Maintenance is a ground handling company operating at the Airport that provides maintenance services to various airlines. Its onsite maintenance operations reduce airline expenses and provide quicker response times because equipment issues can be addressed onsite rather than requiring maintenance personnel to travel from offsite locations. Continued onsite maintenance also supports long-term equipment safety and reliability, and reduces costs associated with storing parts and providing onsite maintenance staff.
BACKGROUND
On June 22, 2006, the City of San José and Jett Care, Inc. entered into a Lease of Airport Premises (Agreement) for premises located at 1277 Airport Boulevard. On December 19, 2007, the company changed its name to Jett Pro Line Maintenance. The COUNCIL AGENDA: 9/29/26

ITEM: 2.7
HONORABLE MAYOR AND CITY COUNCIL
September 8, 2026
Subject: Amendment to the Lease of Airport Premises Agreement with Jett Pro Line Maintenance
Agreement has subsequently been amended to extend the lease term, incorporate required local, state and federal provisions, and revise the leased premises.
Jett Pro Line Maintenance provides ground support equipment (GSE) maintenance services to airlines operating at the Airport. The company primarily repairs ramp vehicles and GSE used by airlines to provide below-wing services, including baggage carts and bag loaders.
The Seventh Amendment, executed on April 14, 2023, extended the lease term through November 30, 2026, and incorporated applicable regulatory requirements. The Eighth Amendment, executed on December 18, 2025, revised the lease premises to reflect the current leased premises, consisting of approximately 1,020 square feet of hangar office space and 1,000 square feet of ramp space. The proposed Ninth Amendment would extend the Agreement to November 30, 2029, allowing Jett Pro Line Maintenance to continue providing GSE maintenance services from the leased premises.
ANALYSIS
Jett Pro Line Maintenance provides GSE maintenance services that support airline operations at the Airport. The company's onsite maintenance and repair capabilities allow airlines to address equipment needs in a timely manner and support the continued availability of ramp vehicles and GSE used for below-wing services. The proposed Ninth Amendment would allow Jett Pro Line Maintenance to continue operating from the leased premises and providing these services to airlines at the Airport. No changes to the leased premises or authorized use are proposed.
Since 2006, this Lease has generated $510,000 in revenue to the Airport. Approval of the proposed Ninth Amendment is expected to generate an estimated additional $58,000 over the three-year extension term.
Approval of the amendment will provide continued rental revenue to the Airport and ensure the continued availability of essential onsite GSE maintenance services, support efficient airline operations, and provide continued revenue to the Airport.
EVALUATION AND FOLLOW-UP
No additional follow-up action with the City Council is expected at this time.
