TO: HONORABLE MAYOR

AND CITY COUNCIL
FROM: John Ristow

SUBJECT: See Below DATE: September 8, 2026

Approved

Date:
9/15/26

COUNCIL DISTRICT: 6

SUBJECT: First Amendment to the Design Consultant Contract with Kimley- Horn and Associates, Inc. for the Race Street/Parkmoor Avenue Safety Improvements Project

RECOMMENDATION

Adopt a resolution authorizing the City Manager or her designee to negotiate and execute the First Amendment to the Design Consultant Contract with Kimley-Horn and Associates, Inc., to increase the contract amount by $12,230, from $648,000 to $660,230 to complete additional traffic analysis.

SUMMARY AND OUTCOME

Approval of the recommendation will allow Kimley-Horn and Associates, Inc. to complete the engineering documents required for the redesign of the Parkmoor Avenue and Race Street intersection. The increase in the contract amount reflects unanticipated scope of services required to complete construction-ready plans that ensure a safer intersection for pedestrians, bicyclists, motorists, and light rail riders.

BACKGROUND

The Vasona rail corridor serves both Santa Clara Valley Transportation Authority light rail operations (116 trains per day, 55 mph max speed) and Union Pacific Railroad freight service (two trains per week, 10 mph max speed). The City is leading the technical studies and design of the Race Street/Parkmoor Avenue Safety Improvement COUNCIL AGENDA: 9/29/26

Project (Project) to address the historically high crash rate between trains and people at this intersection. Project development is proceeding in close coordination with the Diagnostic Team, which includes the Santa Clara Valley Transportation Authority (rail owner), Union Pacific Railroad (rail tenant), the Federal Railroad Administration (federal oversight of Vasona Quiet Zone), and the California Public Utilities Commission (state oversight of rail crossings).

On June 25, 2024, the City issued a request for proposals seeking a qualified engineering firm to prepare the design concepts, technical analysis, environmental review, plans, specifications, and estimates and provide construction support for the Project. Kimley-Horn and Associates, Inc. was selected, and the Standard Consultant Agreement was executed on February 13, 2025.

ANALYSIS

Kimley-Horn and Associates, Inc. began the traffic operations analysis to validate the Project. The original scope of services assumed the analysis would be based on the existing traffic volumes with the proposed lane geometry and did not anticipate a new development proposal at the southwest corner of Race Street/Saddle Rack Street or other nearby approved developments.

Approval of the First Amendment will provide additional funding to expand the traffic analysis to evaluate the traffic impacts associated with nearby approved developments.

EVALUATION AND FOLLOW-UP

After this project completes construction-ready plans, staff will seek grants to help fund the construction costs and will return to City Council to request grant funding approval and to award the future construction contract.

FISCAL IMPACTS

There are no anticipated ongoing operating and maintenance costs associated with this recommendation.
