Agenda Item (d) 1

Background
2 • The City Manager’s Office of Economic
Development and Cultural Affairs (OEDCA)
reports performance measures to communicate
progress toward its economic development,
cultural vitality, and workforce goals.
• OEDCA has substantially revised its
performance measurement framework in
response to City Council direction and Citywide
performance management initiatives.

The objective of this audit
was to assess the reliability,
validity, and usefulness of
OEDCA’s performance
measures.
3 Finding I: OEDCA's Performance Measures are Generally Useful and Reliable, But Some Measures Can be Clearer and More Meaningful
• Some performance measures in the Operating
Budget can be improved to enhance clarity,
usefulness, and consistency
• Some performance results should be reviewed
to ensure they reflect longer term goals and
targets
• OEDCA has not fully documented the
methodologies behind its performance
measures
Recommendations: T o improve
their performance measures, the
OEDCA should:
→ Review select performance
measures to enhance usefulness
and clarity; determine whether
measures reflect long-term goals.
→ Document methodologies for
calculating performance measures
.

Conclusion
The report has five recommendations to improve the clarity, consistency, and long-term usefulness of OEDCA's performance measures.

We would like to thank OEDCA for their time and insight during the audit process.
