A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN
JOSE AUTHORIZING “FREE USE” OF THE JANET GRAY
HAYES ROTUNDA FOR THE PRIVATE, INVITATION-ONLY
SANTA CLARA COUNTY ASSOCIATION OF REALTORS
(SCCAOR) 2026 FALL GENERAL MEMBERSHIP
MEETING ON THURSDAY, NOVEMBER 19, 2026
WHEREAS, in June 2019, the Council of the City of San José (“City”) adopted Resolution No. 79138 for the fees and charges for use of City Hall Facility and Plaza Use; and
WHEREAS, Resolution No. 79138, Section 13.080, limits free use of the City’s facilities to each City Department for events that 1) qualify as official City business; 2) are free and open to the public; 3) occur on a Sunday through Friday; and 4) are booked thirty (30) days in advance; and
WHEREAS, Vice Mayor Pam Foley will sponsor the private, invitation-only Santa Clara County Association of REALTORS (SCCAOR) 2026 Fall General Membership Meeting (“SCCAOR Meeting”) at the Janet Gray Hayes Rotunda on Thursday, November 19, 2026; and
WHEREAS, Resolution No. 79138 does not apply to free use requests for events which are private and not open to the public, and therefore, City Council approval is necessary to authorize free use of the Rotunda for the SCCAOR Meeting; and
WHEREAS, the City finds that the SCCAOR Meeting qualifies as official City business because it supports the City’s housing and economic development goals by facilitating dialogue among real estate professionals whose work directly impacts San José’s residents, neighborhoods, and long-term growth, and reinforcing partnerships that SAW:NXN:CLS

support responsible development, community stability, and the City’s broader strategic objectives; and
WHEREAS, the City finds that the SCCAOR Meeting provides a public benefit by advancing housing policy discussions, supporting responsible development practices, and fostering professional engagement that strengthens the City’s economic and community goals;
WHEREAS, the City desires to approve the free use of the Janet Gray Hayes Rotunda for the SCCAOR Meeting on Thursday, November 19, 2026;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SAN JOSE THAT:
The City Council hereby authorizes “Free Use” of the Janet Gray Hayes Rotunda for the private, invitation-only Santa Clara County Association of REALTORS (SCCAOR) 2026 Fall General Membership Meeting on Thursday, November 19, 2026, sponsored by Vice Mayor Pam Foley, because of the public benefit from advancing housing policy, supporting responsible development, and strengthening community engagement across the City.
