SAN JOSÉ PARKS & RECREATION COMMISSION
Prepared for advance review • August 19, 2026
BRIEFING FOR COUNCILMEMBER PETER ORTIZ
2026–2027 Parks and Recreation Commission Work Plan
Immediate NSE oversight opportunity before final approval PREPARED BY Ken Brennan, Commissioner, District 10
TIMING PRC considers and votes on the Work Plan tonight, August 19 • NSE approval expected October 8 The immediate issue
The Commission is scheduled to consider and vote on the proposed Work Plan tonight. NSE's anticipated October 8 approval leaves a narrow but meaningful opportunity to require a stronger plan.
Why NSE engagement matters
PRC is advisory; NSE oversees PRNS; and PRNS administers the Department and supports the Commission. Yet PRNS drafts the initial Work Plan, recommends it, prepares supporting materials, and substantially influences how commissioner proposals are framed and considered.
When NSE does not clearly define the advisory work it expects, too much discretion remains with the Department being overseen. The result is a plan weighted toward recurring, PRNS-defined reports rather than independent Commission work that examines problems, evaluates alternatives, and recommends action to NSE. This weakens oversight and limits elected officials’ ability to hold PRNS leadership accountable for results.
Recommendation-producing priorities
These proposals do not prescribe outcomes. They ask the Commission to study significant issues, engage stakeholders, evaluate alternatives, and return to NSE with practical recommendations.
Work Plan Process Documentation Define the respective roles of NSE, PRNS, and PRC; improve transparency and consistency.
Maintenance and Productivity Accountability Develop measurable productivity and performance metrics to improve park maintenance outcomes.
Family Camp Sustainability Evaluate long-term financial sustainability while preserving public access and reducing operating subsidies.
Water Use Reduction Reduce irrigation consumption while maintaining park quality and redirecting savings to priority maintenance.
Skilled Volunteer Maintenance Program Expand structured skilled-volunteer work that supplements Department resources.
Water Feature Re-activation Identify barriers and practical strategies for returning children’s water features to service.
Requested action from the NSE Chair
Review the Work Plan after tonight's vote for meaningful, recommendation-producing assignments.
Set the expectation before October that NSE wants substantive assignments—not only recurring informational reports defined by PRNS leadership.
Direct PRNS to incorporate these proposals, or substantively equivalent assignments, before NSE approval.
Require deliverables for each substantive item: findings, recommendations, and formal transmittal to NSE.
GOVERNANCE QUESTION 1 What meaningful recommendations does NSE want the Commission to produce during the 2026–2027 Work Plan year?
GOVERNANCE QUESTION 2 Does NSE use its annual Work Plan approval to exercise oversight by defining the issues on which it needs independent Commission advice, or does the process leave too much discretion to PRNS leadership? Outlook

Thanks for confirmation Katerina,
Can you also include these public comments in the same section of the agenda? The Parks and Recreation Commission Annual Report FY 2025-2026 documents substantial Commission activity, but very little advisory output. An annual report should demonstrate that the Commission has developed meaningful policy recommendations for the Neighborhood Services and Education Committee to review and act upon. Instead, this report shows that the Commission primarily received presentations, accepted recurring Department reports, and approved staff recommendations. It does not identify a single substantive policy recommendation independently developed by the Commission and transmitted to NSE to support its oversight of PRNS.
Moreover, the Commission's governing documents require the annual report to be transmitted to NSE each year as part of the work plan submission. Based on the records available to me, that requirement appears not to have been followed for at least the past five years-and possibly longer. Compliance resumed only after the omission was raised and adherence to the requirement was specifically requested. While this correction is welcome, it directly contradicts repeated assurances by PRNS leadership that the prior process complied with all applicable Commission governing documents.
The Annual Report demonstrates the need to shift the Commission's Work Plan from receiving information to developing meaningful policy recommendations for NSE's consideration and action. The 2026-2027 Work Plan should assign the Commission substantive issues to examine, establish recommendation-producing deliverables, and enable the Commission to fulfill its advisory role.
