[External Email. Do not open links or attachments from untrusted sources. Learn morel Dear Mayor Mahan and Councilmembers,
Thank you for considering my application for appointment to the Civil Service Commission to bring my experience as a people leader, current City commissioner, and community volunteer to the fair administration of San Jose's personnel system.

Over a career spanning more than 30 years, I have built and led teams across product management and marketing. As Vice President of Product and Customer Marketing at Aspect Software, I lead people with different responsibilities and perspectives toward shared goals. My leadership approach is focused on servant leadership, combining clear expectations and accountability with respect, fairness, and a willingness to listen and foster career growth.

I currently serve as District 2 Commissioner of the Housing and Community Development Commission. That service gives me firsthand experience with City commission responsibilities, public deliberation, and considering different community perspectives. I have learned a lot while sitting on this Commission. I would bring that foundation to the Civil Service Commission while learning its distinct rules and responsibilities.

My commitment to San Jose also includes serving as President of the VEP Community Association, a board member of the District 2 Leadership Council, and previously as President of the San Jose Unified Council of PTAs. I also continue to support our local schools as a Board member of the Gunderson High School Foundation and as a founding member of the Pioneer High School ice hockey club, where I continue to serve as assistant coach for the varsity and junior varsity teams. These roles reinforce my commitment to mentorship, teamwork, and helping people succeed.

I understand that the Civil Service Commission requires impartiality, particularly when hearing personnel appeals. I would approach each matter without favoring management or an employee, listen carefully to all sides, weigh the evidence, and apply the governing rules. I would bring the same care to reviewing civil service policies and making recommendations to This message is from outside the City email system. City leadership.

If appointed, I would prepare thoroughly, protect confidential information, and uphold the commission’s ethical standards. I would be honored to contribute my leadership experience and commitment to public service to this important work.

Thank you for your consideration. I look forward to speaking with you on Tuesday.

Respectfully,
Alain Mowad
