RECOMMENDATION
Adopt a resolution authorizing the City Manager or her designee to negotiate and execute the Sixth Amendment to the Concession Agreement between the City of San José and ALCLEAR, LLC to add CLEAR Concierge services at the San José Mineta International Airport.
SUMMARY AND OUTCOME
Approval of the proposed amendment will expand the services currently provided by ALCLEAR, LLC to include CLEAR Concierge, a premium meet-and-assist service available to CLEAR+ Members. CLEAR Concierge provides personalized assistance throughout the passenger journey, including curbside assistance, luggage assistance, and check-in support, expedited access through the CLEAR+ lane, and guidance to the passenger's gate or lounge.
Approval of the amendment will allow ALCLEAR, LLC to begin offering this enhanced service at the San José Mineta International Airport (Airport) and is expected to improve passenger convenience while generating additional concession revenue for the Airport through the existing gross revenue fee structure.
BACKGROUND
On October 22, 2013, the City of San José and ALCLEAR, LLC entered into a Concession Agreement to offer Registered Traveler Services to passengers at the Airport under the operating name CLEAR. CLEAR is a membership-based identity COUNCIL AGENDA: 10/27/26

verification service that uses biometric technology to expedite passenger processing by allowing enrolled travelers to bypass the standard Transportation Security Administration ID-check line. Since the agreement’s execution, it has been amended from time to time to extend the agreement term and incorporate necessary local, state, and federal provisions.
On November 1, 2025, the Fifth Amendment modified the agreement to extend the term an additional three years, through October 31, 2028, with an optional two-year extension upon mutual agreement. The amendment also increased the percentage fee paid to the Airport from 10 percent to 12 percent of gross revenue for both the privatesector Registered Traveler Program and the Transportation Security Administration PreCheck program. Over the life of the agreement, ALCLEAR, LLC has paid the Airport approximately $11 million in total concession fees.
The proposed Sixth Amendment to the Concession Agreement would add CLEAR Concierge to the authorized services. CLEAR Concierge is a premium service available to CLEAR+ Members that provides one-on-one assistance throughout the airport experience. CLEAR Ambassadors meet passengers curbside and can assist with luggage, baggage drop, ticketing, document checks, security screening, and navigation to the passenger's gate or lounge.
ANALYSIS
The proposed Sixth Amendment would allow ALCLEAR, LLC to expand passenger services by introducing the CLEAR Concierge program, a premium offering that provides one-on-one assistance to CLEAR+ Members throughout their airport experience. Adding this service to the Concession Agreement is expected to elevate the passenger experience while generating additional concession revenue for the Airport.
CLEAR plans to offer two Concierge service options: Concierge Express and Concierge Gate Service. Concierge Express provides streamlined assistance at key points of the passenger journey, including guidance through airport entry, security access, and wayfinding support. Concierge Gate Service includes more comprehensive hands-on assistance, such as help with baggage, check-in, ticketing, and an escort to the passenger's gate or lounge. The program provides a service that may benefit passengers who value additional personalized assistance, including older adults, families traveling with minors, and passengers seeking additional guidance throughout the airport experience. The addition of CLEAR Concierge would further expand the Airport's premium passenger service offerings and provide passengers with another option for personalized assistance.
