Adopt a resolution authorizing the City Manager or her designee to:
(a) Negotiate and execute an amendment to the Agreement for Internet Protocol Television Support and Maintenance Services with Universal Protection Security Systems, LP (Santa Ana, CA) to adjust the rates of compensation and add two additional one-year options to extend the Agreement through October 31, 2028, subject to the appropriation of funds; and
(b) Exercise up to two additional one-year options to extend the term of the Agreement ending on or about October 31, 2028, subject to the appropriation of funds.
SUMMARY AND OUTCOME
This recommendation authorizes the City Manager or her designee to execute an amendment to the existing agreement with Universal Protection Security Systems, LP for Internet Protocol Television (IPTV) support and maintenance services to adjust compensation rates and provide continuity of services through October 31, 2028.
The Airport uses an IPTV system to support the safety and security of Airport employees, tenants, and the traveling public. Approval of this recommendation will help to ensure the continuous operation of the IPTV system in compliance with Transportation Security Administration requirements.
HONORABLE MAYOR AND CITY COUNCIL
October 5, 2026
Subject: Amendment to the Agreement with Universal Protection Security Systems, LP for Internet Protocol Television Support and Maintenance Services
BACKGROUND
The Airport's IPTV system is a digital video surveillance system that supports Airport security operations and compliance with Transportation Security Administration requirements. The system consists of security cameras, servers, video archivers, workstations, and related infrastructure that provides continuous monitoring throughout various Airport facilities. The IPTV system was originally installed in 2010 and is a critical component of the Airport's overall security program.
In November 20161, City Council approved the execution of an agreement with G4S Secure Integration LLC. for the replacement of obsolete security cameras, security improvements, software support, preventative maintenance, on-call support, and related services for the IPTV system at the Airport as the result of a competitive solicitation process. All rights and obligations under the agreement were subsequently transferred to Universal Protection Security Systems, LP in October 2021 via assignment and assumption. The agreement was executed for an initial five-year term with five one-year options to extend the term. The final option term will expire on October 31, 2026. This amendment is necessary to ensure the continuation of these services while the City pursues a new competitive solicitation.
ANALYSIS
The Airport relies on the IPTV system to support day-to-day security operations.
Ongoing maintenance and technical support are necessary to ensure the IPTV system remains reliable, operational, and capable of supporting continuous video surveillance throughout Airport facilities. Since execution of the agreement, Universal Protection Security Systems, LP has provided preventive maintenance, software support, on-call technical assistance, equipment replacement, and other related services. These services have enabled the Airport to maintain system performance and address operational issues in a timely manner.
Annual support and maintenance costs are projected to be approximately $647,000 for the period of November 1, 2026, to October 31, 2027. City staff are currently developing a new competitive solicitation to procure these services. The amendment described in the recommendation will provide additional time to complete the procurement process while ensuring uninterrupted maintenance and support of the IPTV system. Approval of this recommendation ensures the City receives these essential services while a new procurement is in process.
EVALUATION AND FOLLOW-UP
No additional follow-up action with the City Council is expected at this time. 1 https://sanjoseca.govnita.com/api/workspace/Resolutions/files/1980987392828/view
