through December 31, 2031, including a five-year delivery period and six months for evaluation, audit, and closeout activities.
The recommended actions will delegate authority to negotiate and execute agreements and all other grant documents. The department intends to subcontract some of the work to nonprofit service providers to implement the Accountability, Resilience, Connection (ARC) Program primarily at middle school sites, in an estimated amount of $2.5 million.
Recognizing and appropriating the funds will allow the Parks, Recreation and Neighborhood Services Department to begin program implementation, release and complete the Request for Proposals process, execute agreements with selected nonprofit providers, coordinate with school partners, meet grant reporting and evaluation requirements, and deliver services to youth and families beginning in the 2026-2027 school year.
BACKGROUND
The Proposition 64 Public Health and Safety Grant Program provides funding to local governments to address public health and safety impacts associated with the legalization of adult-use cannabis in California. The City of San José, through the Parks, Recreation and Neighborhood Services Department, applied for and was awarded $4.0 million to implement the ARC Program.
The ARC Program is a youth development, prevention, and intervention program designed to support middle school and early high school youth who may be vulnerable to cannabis use, violence, chronic absenteeism, school disengagement, suspensions, and juvenile justice involvement. The program will focus on youth in grades 6 through 9 and will be implemented in partnership with selected school sites, nonprofit service providers, families, and community partners.
The program is intended to prevent and reduce youth substance use, including cannabis use; increase access to positive childhood experiences; reduce violence in schools and the community; improve school engagement; increase the use of alternatives to suspension; and strengthen family support systems.
The grant-funded program will include services such as mentoring, individualized service planning, Botvin LifeSkills Training, family engagement, navigator services, academic support, prosocial recreational activities, restorative practices, attendance support, and warm handoffs to ongoing high school services where appropriate.

ANALYSIS
The Proposition 64 Public Health and Safety Grant Program will support a new multiyear school-based service model focused on early intervention and prevention for youth before risk factors escalate into deeper system involvement. The ARC program will be implemented primarily at middle school sites, with transition support for youth entering high school.
The Parks, Recreation and Neighborhood Services Department will release a Request for Proposals to eligible nonprofit organizations to identify one or more qualified service providers to implement the school-based service model. The selected provider or providers will be responsible for direct service delivery, including mentoring, prevention curriculum, family engagement, navigation, data collection, and coordination with school partners. The City anticipates subcontracting up to $2.5 million of the total grant award to nonprofit service providers over the grant term. The remaining funds will support City staffing, evaluation, training, curriculum, grant administration, data collection, reporting, audit, and other allowable grant-related costs.
The program will require significant coordination with school districts, school site administrators, counselors, attendance staff, wellness teams, nonprofit providers, and the grant evaluator. The program will also require ongoing monitoring of service delivery, participant outcomes, data quality, invoicing, contract compliance, and grant deliverables.
A temporary Community Services Supervisor position will serve as the City’s operational lead for the program and will be responsible for overseeing implementation, ensuring fidelity to the approved grant scope, coordinating with school and nonprofit partners, managing subrecipient performance, supporting data collection and evaluation, and ensuring compliance with Board of State and Community Corrections grant requirements.
