CITY OF SAN JUAN BAUTISTA
CITY COUNCIL STAFF REPORT
DATE: APRIL 17, 2025
DEPARTMENT: CITY MANAGER
FROM: ASHLEY COLLICK, INTERIM CITY MANAGER
TITLE: THE GREAT SAN JUAN BAUTISTA RIB COOK OFF ROAD
CLOSURE REQUEST
RECOMMENDED MOTION:
Approve a resolution authorizing staff to close Third Street, from Franklin Street to Muckelemi Street, from 9:00 p.m. on Thursday, April 24, 2025, through 9:00 p.m. on Sunday, April 27, 2025.
The closure will also include cross streets between Second Street and Fourth Street—specifically, Washington, Mariposa, and Polk Streets.
RECOMMENDATION:
Staff recommends approving the road closure to provide sufficient time for event setup and for required inspections by the Fire Marshal, San Benito County Sheriff, Building Official, Public Works Director, San Benito County Health Department, San Benito County Integrated Waste Management, and the Community Development Director prior to the event’s start at 10:00 a.m. on Friday, April 25, 2025.
BACKGROUND:
The San Juan Bautista Rib Cook-Off has been a long-standing community tradition and is considered one of the city's largest events, drawing an estimated 5,000 attendees per day. The festival features arts and crafts, live music, pony rides, and award-winning ribs from vendors across the state.
Each year, event promoter Jason Williams is required to submit a special event application to the City in order to host the festival. On February 18, 2025, the City Council approved the event and authorized a street closure from April 25–27, 2025. However, the approved application did not include an additional day for event setup, and the resolution did not reflect that need.
On April 3, 2025, Jason Williams submitted a request to add an extra day for setup. On April 4th, Mr. Williams submitted an event timeline to support the amendment. An amended resolution was brought before the Council on April 15, 2025. The Council denied the request, citing concerns about limited parking, unresolved cleanup issues from past events, and disruptions to regular Page | 2
Friday garbage collection. Councilmembers also raised questions about the City’s financial benefit from the event and its overall impact on local businesses.
Staff is recommending that the Council reconsider its April 15, 2025, decision, as it does not allow sufficient time for proper event setup. In 2024, Mr. Williams was granted additional time to prepare for the event, which helped ensure a smooth and safe experience for attendees. Staff will continue to work closely with Mr. Williams to ensure compliance with city codes and guidelines, including proper cleanup and coordination with relevant departments.
Approving the additional day for setup will support a well-organized event that prioritizes public safety, minimizes disruptions, and maintains San Juan Bautista’s reputation for hosting successful community events.
