ORGANIZATION:
1. EXECUTIVE SESSION -- CALL TO ORDER: 3:00 p.m. – City Council Chamber, 32400 Paseo Adelanto, San Juan Capistrano.
2. ROLL CALL: Mayor Derek Reeve, Mayor Pro Tem Howard Hart and Council Members Troy Bourne, Sergio Farias, and John Taylor.
3. ORAL COMMUNICATIONS/EXECUTIVE SESSION PUBLIC COMMENTS:
Persons wishing to address the Council on any item that is listed on the Closed Session Agenda should submit a “Request to Speak†form to the City Clerk. Forms are available at the entrance to the Council Chamber.
Please limit all comments to 3 minutes.
Persons wishing to address the City Council on Executive Session Items or any business that is not listed on the agenda may do so in person by attending the meeting, by email or telephone. If you prefer to submit correspondence or speak by telephone, please submit your correspondence or request to speak to the City Clerk at least an hour prior to the meeting at [email protected] or [email protected] or (949) 443-6309. The public may also call the agenda public comment line at (949) 493-1172 at the beginning of the meeting. 4. EXECUTIVE SESSION (610.85) An Executive Session will be held for the following purposes, as authorized by statute:
a.
Pursuant to Government Code Section 54956.8, the City Council will confer with real property negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment for license of real property described as the Rancho Mission Viejo Riding Park at San Juan Capistrano generally located at the southwest corner of Ortega Highway and Avenida La Pata and addressed as 30753 Avenida La Pata. The property owner is the City of San Juan Capistrano. Negotiating party: Action Sports Management Group, LLC dba The Ridland Group. b.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 29943 Camino Capistrano (Northwest Open Space) Negotiating parties: C&C Development, Capistrano Vineyards, and Frontier Real Estate Investments. c.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 31422 Camino Capistrano (APN 124-190-23). Negotiating party: Capistrano Unified School District. d.
Pursuant to Government Code Section 54956.9(a) & (d) (1), the City Council will confer with legal counsel pertaining to existing litigation in the matter of Preserve Our Farm SJC v. City of San Juan Capistrano et al., OC Superior Court Case No. 30-2022-01257292-CU-WM-CJC. e.
Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council will confer with Legal Counsel to discuss anticipated litigation - significant exposure to litigation (1 item).
