A.
ORGANIZATION:
1. EXECUTIVE SESSION -- CALL TO ORDER: 3:00 p.m. – City Council Chamber, 32400 Paseo Adelanto, San Juan Capistrano.
2. ROLL CALL: Mayor Derek Reeve, Mayor Pro Tem Howard Hart and Council Members Troy Bourne, Sergio Farias, and John Taylor.
3. ORAL COMMUNICATIONS/EXECUTIVE SESSION PUBLIC COMMENTS:
Persons wishing to address the Council on any item that is listed on the Closed Session Agenda should submit a “Request to Speak†form to the City Clerk. Forms are available at the entrance to the Council Chamber.
Please limit all comments to 3 minutes.
4. EXECUTIVE SESSION (610.85) An Executive Session will be held for the following purposes, as authorized by statute:
a.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning price and terms of payment concerning the City Hall property located at 32400 Paseo Adelanto, San Juan Capistrano, CA 92675 (Portion of APN 668-101-23). Negotiating party: Jamboree Housing Corporation. b.
Pursuant to Government Code Section 54956.8, the City Council will meet with real property negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment for license of real property described as the Rancho Mission Viejo Riding Park at San Juan Capistrano generally located at the southwest corner of Ortega Highway and Avenida La Pata and addressed as 30753 Avenida La Pata. The property owner is the City of San Juan Capistrano. Negotiating party: Action Sports Management Group, LLC dba The Ridland Group. c.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment for license of a portion of property located at 31421 La Matanza Street, also known as TJ Meadow Building. Negotiating party:
George Peppas, Chamber of Commerce.
d.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at La Novia Ave. and San Juan Creek Road (APN: 666-011-27, 666-011-28, 666-013-06, 666-042-10 and 666-042-11). Negotiating party: San Juan Hills Golf Club, L.P. e.
Pursuant to Government Code Section 54956.9(a) & (d) (1), the City Council will confer with legal counsel pertaining to existing litigation in the matter of Preserve Our Farm SJC v. City of San Juan Capistrano et al., OC Superior Court Case No. 30-2022-01257292-CU-WM-CJC. f.
Pursuant to Government Code section 54957.6, the City Council will confer with its labor negotiators (Benjamin Siegel, City Manager, and Sam Penrod, Human Resources Manager) as to the memoranda of understanding with represented employees, including salaries and fringe benefits. The affected bargaining units are San Juan Capistrano Classified Employees Association and San Juan Capistrano Management and Professional Employees Association. g.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel City Manager; and Jeffrey Ballinger, City Attorney) concerning price and terms concerning the lease or license of City-owned utility boxes within City right of way. Negotiating party: The Alliance for San Juan Arts*.

ADJOURNMENT: to Tuesday, July 19, 2022, at 5:00 p.m. for a public Business Session, in the City Council Chamber.
C.
