SAN JUAN CAPISTRANO CITY COUNCIL
SPECIAL EXECUTIVE SESSION MEETING
Mayor Hart called the August 1, 2023, Special Executive Session meeting of the City Council to order at 4:00 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Howard Hart, Mayor Pro Tem Sergio Farias (arrived after commencement), and Council Members Troy Bourne, John Taylor, and John Campbell.
COUNCIL MEMBERS ABSENT: None.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON EXECUTIVE SESSION ITEMS: None.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 29943 Camino Capistrano, APN 121-050-03 and a portion of 121-050-19 (Roger Y. Williams Swanner House). Negotiating party: Frontier Real Estate Investments, LLC.
b. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment for sale of certain real property located at APN 664-071-01, also known as Mission Trails Stables.
Negotiating party: Paul Valenzuela, Mission Trails Stables; Colin Harris, Material Concepts and Design; and Naveed Zuberi.
c. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning price and terms of payment concerning the City Hall and Permanent Supportive Housing properties located at 32400 and 32410 Paseo Adelanto, San Juan Capistrano, CA 92675. Negotiating party: Jamboree Housing Corporation.
d. Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council conferred with Legal Counsel to discuss anticipated litigation – significant exposure to litigation (2 items).
ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: Council Member Taylor announced recusing from item A because his son rents from him and is employed by the negotiating party.

ADJOURNMENT:
There being no further business, Mayor Hart adjourned the meeting to Tuesday, August 1, 2023, at 5:00 p.m. for a Public Business Session, in the City Council Chamber at the Nydegger Building – 31421 La Matanza Street.
