ORGANIZATION:
1. EXECUTIVE SESSION -- CALL TO ORDER: 3:30 p.m. – City Council Chamber at the Nydegger Building – 31421 La Matanza Street, San Juan Capistrano.
2. ROLL CALL: Mayor Howard Hart, Mayor Pro Tem Sergio Farias and Council Members Troy Bourne, John Taylor, and John Campbell.
3. ORAL COMMUNICATIONS/EXECUTIVE SESSION PUBLIC COMMENTS:
Persons wishing to address the Council on any item that is listed on the Closed Session Agenda should submit a “Request to Speak†form to the City Clerk. Forms are available at the entrance to the Council Chamber.
Please limit all comments to 3 minutes.
Persons wishing to address the City Council on Executive Session Items or any business that is not listed on the agenda may do so in person by attending the meeting, by email or telephone. If you prefer to submit correspondence or speak by telephone, please submit your correspondence or request to speak to the City Clerk at least an hour prior to the meeting at [email protected] or [email protected] or (949) 443-6309. The public may also call the agenda public comment line at (949) 493-1172 at the beginning of the meeting. The City Clerk will call persons wishing to speak, and/or receive calls in the order received.

4. EXECUTIVE SESSION (610.85) An Executive Session will be held for the following purposes, as authorized by statute:
a.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 29943 Camino Capistrano (Roger Y. Williams Swanner House), 30291 Camino Capistrano, APN 121-050-18, 121- 050 - 21 (Northwest Open Space) Negotiating party: Legacy Ranch Partners LLC. b.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment for license of a portion of property located at 31421 La Matanza Street, also known as TJ Meadow Building. Negotiating party: George Peppas, Chamber of Commerce. c.
Pursuant to Government Code Section 54956.9(a) & (d) (1), the City Council will confer with legal counsel pertaining to existing litigation in the matter of Pacifica San Juan Community Association v. City of San Juan Capistrano, Matt Ottoson. OC Superior Court, Case No. 30-2023-0135855 1-CU-WM-CJC. d.
Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council will confer with Legal Counsel to discuss anticipated litigation - significant exposure to litigation (1 item) e.
Pursuant to Government Code Section 54956.9(d) (4), the City Council will confer with Legal Counsel to discuss initiation of litigation (1 item).
5. RECESS TO EXECUTIVE SESSION MEETING ROOM: 31411 La Matanza, San Juan Capistrano.
