SAN JUAN CAPISTRANO CITY COUNCIL
STATE OF THE CITY MEETING
Mayor Farias called the September 12, 2024, Special State of the City meeting of the City Council to order at 5:08 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Sergio Farias, Mayor Pro Tem Troy Bourne and Council Members Howard Hart and John Taylor.
COUNCIL MEMBERS ABSENT: Council Member John Campbell.
ORAL COMMUNICATIONS/STATE OF THE CITY PUBLIC COMMENT:
STATE OF CITY ADDRESS: Mayor Farias provided a presentation regarding the projects accomplished over the past year, future projects and private investment projects, including:
Local Streets Pavement Rehabilitation Project, a $40 million project to rehabilitate over 30 miles of roadway including ADA-compliant ramps and new striping. City Skatepark and Trail Project, a 20,000-square-foot skatepark, designed for all skill levels, and anticipated to open Spring 2025.
Sports Park field lighting upgrades and turf renovations. New Windmill Park featuring benches, a boardwalk, citrus grove and an operational windmill.
New Arroyo Bird House Park featuring native landscaping, enhanced birdhouse displays and shaded seating areas.
Bonita Park and Camino Capistrano Basketball Courts received upgrades including new play structures, swings, and improved lighting. Los Rios Historic District parking lot enhancements, landscape improvements and new natural turf at Los Rios Park
New City Council Chambers provides a beautiful and functional space for community engagement and city meetings.
Funding for an additional Orange County Sheriff Deputy. Increased resources for code enforcement, homelessness outreach and new security technologies.
Successful community events including Swallows Day Parade, Spring Eggstravaganza and the San Juan Summer Nites Concert Series. New City Hall and Permanent Supportive Housing Project, a public-private partnership with Jamboree housing to allow for 50 units of supportive housing and a long-awaited City Hall facility.
Renovations for the TJ Meadows and La Sala buildings to elevated meeting and event spaces.
Enhancements to Serra Park and Acu Park.
New and improved holiday decorations throughout the community. Arguello Way Beautification Project featuring new lighting, bike racks, ADAcompliant path of travel, new pavement and landscaping between Camino Capistrano and the Multi-Modal Parking Lot.
New agrarian-themed River Street Marketplace offering elevated dining experiences, latest retail trends and pedestrian oriented park-like common area.

Heritage Barbeque expansion to include additional outdoor space for smokes, repurpose the barn for indoor dining and additional landscape and hardscape improvements.
Old Mission Place Project, formerly city-owned Playhouse property, offering retail, restaurant and office spaces and a 4-level parking structure.
ADJOURNMENT:
There being no further business, Mayor Farias adjourned the meeting to Tuesday, September 17, 2024, at 3:00 p.m. for Executive Session and 5:00 p.m. for a Public Business Session, in the City Council Chamber at the Community Center – 25925 Camino Del Avion.
