SAN JUAN CAPISTRANO CITY COUNCIL
EXECUTIVE SESSION MEETING
Mayor Pro Tem Campbell called the January 21, 2025, Special Executive Session meeting of the City Council to order at 3:30 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Troy Bourne (arrived shortly after commencement), Mayor Pro Tem John Campbell and Council Members Sergio Farias, Howard Hart and John Taylor (arrived shortly after commencement).
COUNCIL MEMBERS ABSENT: None.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON EXECUTIVE SESSION ITEMS: None.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at the northwest (APNs 666-011-18 and 666-011-20) and northeast (APNs 666-013-03, 04, and 06 and 666-042-10 and 11) corners of La Novia Avenue and San Juan Creek Road. Negotiating party: The Ecology Center.
b. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 29943 Camino Capistrano (Roger Y. Williams Swanner House), 30291 Camino Capistrano, APNs 121-050-18, 121- 050 - 21 (Northwest Open Space) Negotiating party: Legacy Ranch Partners LLC. c. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment for lease of certain real property described as the Rancho Mission Viejo Riding Park at San Juan Capistrano generally located at the southwest corner of Ortega Highway and Avenida La Pata and addressed as 30753 Avenida La Pata. The property owner is the City of San Juan Capistrano. Negotiating party: Action Sports Management Group, LLC dba The Ridland Group.
d. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 26874 Old Mission Road and 31776 El Camino Real.
Negotiating party: 26874 Ortega Highway LLC.

e. Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council conferred with Legal Counsel to discuss anticipated litigation – significant exposure to litigation (1 item).
ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: Jeff Ballinger, City Attorney, announced Council Member Taylor recused from Executive Session items B and D.
ADJOURNMENT:
There being no further business, Mayor Pro Tem Campbell adjourned the meeting to Tuesday, January 21, 2025, at 5:00 p.m. for a Public Business Session, in the City Council Chamber at the Community Center – 25925 Camino Del Avion.
