SAN JUAN CAPISTRANO CITY COUNCIL
EXECUTIVE SESSION MEETING
Mayor Bourne called the March 4, 2025, Special Executive Session meeting of the City Council to order at 3:30 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Troy Bourne, Mayor Pro Tem John Campbell (arrived shortly after commencement) and Council Members Sergio Farias (arrived shortly after commencement), Howard Hart and John Taylor.
COUNCIL MEMBERS ABSENT: None.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON EXECUTIVE SESSION ITEMS: None.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment for lease of certain real property described as the Rancho Mission Viejo Riding Park at San Juan Capistrano generally located at the southwest corner of Ortega Highway and Avenida La Pata and addressed as 30753 Avenida La Pata. The property owner is the City of San Juan Capistrano. Negotiating party: Action Sports Management Group, LLC dba The Ridland Group.
b. Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council conferred with Legal Counsel to discuss anticipated litigation – significant exposure to litigation (3 items).
c. Pursuant to Government Code Section 54956.9(d) (4), the City Council conferred with Legal Counsel to discuss initiation of litigation (1 item). d. Pursuant to Government Code Section 54956.9(a) & (d) (1), the City Council conferred with legal counsel pertaining to existing litigation in the matter of Preserve Our Farm SJC v. City of San Juan Capistrano, Real Party in Interest:
Ecocenter, Inc.; the Ecology Center; Andrew Sieger. OC Superior Court Case No. 30-2024-01399667-CU-MC-CXC.
ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: Council Member Taylor recused himself from one item under executive session item B.
ADJOURNMENT:
There being no further business, Mayor Bourne adjourned the meeting to Tuesday, March 4, 2025, at 5:00 p.m. for a Public Business Session, in the City Council Chamber at the Community Center – 25925 Camino Del Avion.
