SAN JUAN CAPISTRANO CITY COUNCIL
EXECUTIVE SESSION MEETING
Mayor Bourne called August 19, 2025, Regular Executive Session meeting of the City Council to order at 3:00 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Troy A. Bourne, Mayor Pro Tem John Campbell and Council Members Howard Hart and John Taylor.
COUNCIL MEMBERS ABSENT: Council Member Sergio Farias.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON EXECUTIVE SESSION ITEMS: None.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.9(d) (4), the City Council conferred with Legal Counsel to discuss initiation of litigation (1 item). b. Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council conferred with Legal Counsel to discuss anticipated litigation – significant exposure to litigation (4 items).
c. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 31796 El Camino Real, 31872 El Camino Real, 31882 El Camino Real (portions of Historic Town Center Park). Negotiating Party: San Juan Capistrano Performing Arts Center, a California nonprofit corporation.
ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: Council Member Hart recused himself from one item under Executive Session item 4b. Council Member Taylor recused himself from one item under Executive Session item 4b; and Executive Session item 4c because his son rents from him and is employed by the negotiating party.
ADJOURNMENT:
There being no further business, Mayor Bourne adjourned the meeting to Tuesday, August 19, 2025, at 5:00 p.m. for a Public Business Session, in the City Council Chamber at the Community Center – 25925 Camino Del Avion.
