ORGANIZATION:
1. EXECUTIVE SESSION -- CALL TO ORDER: 3:00 p.m. ? City Council Chamber at the Community Center ? 25925 Camino Del Avion, San Juan Capistrano.
2. ROLL CALL: Mayor Troy A. Bourne, Mayor Pro Tem John Campbell, and Council Members Sergio Farias, Howard Hart, and John Taylor.
3. ORAL COMMUNICATIONS/EXECUTIVE SESSION PUBLIC COMMENTS:
Persons wishing to address the Council on any item that is listed on the Closed Session Agenda should submit a “Request to Speak†form to the City Clerk. Forms are available at the entrance to the Council Chamber.
Please limit all comments to 3 minutes.
Persons wishing to address the City Council on Executive Session Items or any business that is not listed on the agenda may do so in person by attending the meeting or by email. If you prefer to submit correspondence, please submit your correspondence to the City Clerk at least an hour prior to the meeting at [email protected] or [email protected]. 4. EXECUTIVE SESSION (610.85) An Executive Session will be held for the following purposes, as authorized by statute:
a.
Pursuant to Government Code Section 54956.9(a) & (d) (1), the City Council will confer with legal counsel pertaining to existing litigation in the matter of City of San Juan Capistrano v. State of California Energy Commission, et al., Orange County Superior Ct. Case No. 30-2025-01507450-CU-WM-CJC. b.
Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council will confer with Legal Counsel to discuss anticipated litigation - significant exposure to litigation (4 items). c.
Pursuant to Government Code Section 54956.8, the City Council will meet with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 31796 El Camino Real, 31872 El Camino Real, 31882 El Camino Real (portions of Historic Town Center Park). Negotiating Party: San Juan Capistrano Performing Arts Center, a California nonprofit corporation. d.
Pursuant to Government Code Section 54956.9(d) (4), the City Council will confer with Legal Counsel to discuss initiation of litigation (1 item).
5. ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS:

Translation Services: Spanish interpreting services available upon request, at City Council meetings. Simultaneous interpretation is provided through the use of headsets and consecutive interpretation (Spanish-to-English) is also available to anyone addressing the City Council. The use of City provided interpreters is not required and persons are welcomed to use their own interpreter. Because many dialects and regionalism exist, the City cannot guarantee that interpreters will be able to interpret into a particular dialect or regionalism, and disclaims any liability alleged to arise from such services. For translation services, please contact the City Clerk’s office (949) 443-6310, no later than 48 prior to the scheduled meeting.

at least 48 hours in advance to enable the city to make reasonable arrangements to ensure accessibility.
Any documents provided to a majority of the City Council regarding any item on the agenda is available for public inspection during normal business hours at the City Clerks Counter at City Hall located at 32400 Paseo Adelanto.
