SAN JUAN CAPISTRANO CITY COUNCIL
EXECUTIVE SESSION MEETING
Mayor Campbell called February 3, 2026, Regular Executive Session meeting of the City Council to order at 3:01 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor John Campbell, Mayor Pro Tem John Taylor and Council Members Sergio Farias (arrived shortly after commencement) and Howard Hart.
COUNCIL MEMBERS ABSENT: Council Member Troy A. Bourne
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON EXECUTIVE SESSION ITEMS:
Public Correspondence: Tom Hirbar, City resident.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council conferred with Legal Counsel to discuss anticipated litigation – significant exposure to litigation (2 items).
b. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at, 30291 Camino Capistrano, APNs 121-050-18, 121- 050 - 21 (Northwest Open Space). Negotiating party: Legacy Ranch Partners LLC. c. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 29943 Camino Capistrano (Roger Y. Williams Swanner House). Negotiating party: Legacy Ranch Partners LLC.
d. Pursuant to Government Code Section 54956.8, the City Council met with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger, City Attorney) concerning the price and terms of payment concerning certain real property located at 31796 El Camino Real, 31872 El Camino Real, 31882 El Camino Real (portions of Historic Town Center Park). Negotiating Party: San Juan Capistrano Performing Arts Center, a California nonprofit corporation.
ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: Mayor Pro Tem Taylor recused himself from one item under 4a; and recused himself from items 4b and 4c because his son rents from him and is employed by the negotiating party.

ADJOURNMENT:
There being no further business, Mayor Campbell adjourned the meeting to Tuesday, February 3, 2026, at 5:00 p.m. for a Public Business Session, in the City Council Chamber at the Community Center – 25925 Camino Del Avion.
