SUCCESSOR AGENCY TO THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
REGULAR MEETING
BUSINESS SESSION:
Chair Farias called the June 16, 2026, Regular Meeting of the Successor Agency to the San Juan Capistrano Community Redevelopment Agency to order at 8:26 p.m.
BOARD MEMBERS PRESENT: Chair Sergio Farias, Vice-Chair Troy A. Bourne and Board Members John Campbell, Howard Hart and John Taylor.
BOARD MEMBERS ABSENT: None.

CONSENT CALENDAR:
Board Action: Moved by Board Member Hart, seconded by Board Member Campbell, and carried unanimously to approve consent calendar items B1 through B3, as recommended by staff.

BOARD ACTIONS:
C1. RESOLUTION SACRA 26-06-16-01 ADOPTED APPROVING THE LAST AND
FINAL RECOGNIZED OBLIGATION PAYMENT SCHEDULE (ROPS) FOR THE PERIOD FROM JULY 1, 2027, THROUGH JUNE 30, 2035 AND AUTHORIZE THE
SUCCESSOR AGENCY TO THE SAN JUAN CAPISTRANO COMMUNITY
REDEVELOPMENT AGENCY TO TRANSMIT THE LAST AND FINAL ROPS TO
THE ORANGE COUNTYWIDE OVERSIGHT BOARD, COUNTY OF ORANGE
EXECUTIVE OFFICER, COUNTY OF ORANGE AUDITOR-CONTROLLER, CALIFORNIA DEPARTMENT OF FINANCE AND STATE CONTROLLER’S
OFFICE, MAKE ANY ADJUSTMENTS REQUIRED BY THE OVERSIGHT BOARD
AND THE CALIFORNIA DEPARTMENT OF FINANCE, AND POST THE LAST AND FINAL ROPS ON THE SUCCESSOR AGENCY’S PAGE ON THE CITY’S WEBSITE (320.10)
Ken Al-Imam, Chief Financial Officer, provided an agenda report and responded to questions.

Board Action: Moved by Board Member Hart, seconded by Board Member Campbell, and carried unanimously to adopt RESOLUTION SACRA 26-06-16-01 entitled, “A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SUCCESSOR AGENCY TO THE SAN JUAN CAPISTRANO COMMUNITY
REDEVELOPMENT AGENCY APPROVING THE LAST AND FINAL RECOGNIZED OBLIGATION PAYMENT SCHEDULE FOR THE FISCAL PERIOD FROM JULY 1, 2027, THROUGH JUNE 30, 2035, SUBJECT TO SUBMITTAL TO, AND REVIEW
BY THE ORANGE COUNTYWIDE OVERSIGHT BOARD AND THE STATE
DEPARTMENT OF FINANCE PURSUANT TO DISSOLUTION LAW,
AUTHORIZING THE POSTING AND TRANSMITTAL THEREOF”; and authorize the Successor Agency to the San Juan Capistrano Community Redevelopment Agency to transmit the last and final ROPS to the Orange Countywide Oversight Board, County of Orange Executive Officer, County of Orange Auditor-Controller, California Department of Finance and State Controller’s Office, make any adjustments required by the Oversight Board and the California Department of Finance, and post the last and final ROPS on the Successor Agency’s page on the City’s website.

There being no further business Chair Farias adjourned the meeting at 8:31 p.m. to Tuesday, July 21, 2026, at 5:00 p.m. for the public Business Session, in the City Council Chamber at the Community Center – 25925 Camino Del Avion.
