Notes:
• Boys and Girls Club - Costs higher than other facilities due year-round operating schedule; programming is focused on lessons and staff-instructed programs • Farrelly – Cost are lower due to limited season and solar infrastructure. Anticipate increases with salary and maintenance costs in next budget cycle
• SLFAC – Costs returning to seasonal operating schedule (from year-round) • Seasonal Pools are focused on Recreational/Public swim, drop-ins, and rentals FY 2023 Projections Boys & Girls Club Farrelly Pool SLFAC Total Program Revenues $ 235,512 $ 123,821 $ 193,739

Operational
Challenges
Challenges MAY result in limited programs
and classes offered for upcoming seasons
• Difficulty in recruiting staff
• Site impacts
• Parking and multiple activities per site limits offered programming
• Recurring issues with break-ins and vandalism
Maintenance
Challenges
• Contracts and budgets do not allow for
operational flexibility (extension of pool season)
• Break-ins and vandalism have required additional
fencing, security doors and other security systems
• Pool chemical costs continue to rise significantly
• Pools and pool buildings require continuous
maintenance even when closed to the public
• High utility and chemical usage not aligned with
City's environmental goals
Competition Pool Construction
• Construction in 2024 estimated at $9.7M*
• Existing CIP appropriation: $5.6M
• Current funding gap: $4.1M
• Current plans require update
• Plans include removal of mature trees at
front of park
• Replacement estimated as construction costs +
3% annual inflation ~ $32M
• Capital replacement is unfunded – cannot be
covered by anticipated revenues
Competition Pool Considerations
• Estimated operational costs for SLFAC with a Competition pool exceed $925,000 per year*
• Subsidy per visit expected to be high– anticipated league fee revenues may only cover 25% of operational costs
• Competing site uses
• Insufficient parking
• Neighborhood outreach process not formally conducted
• 4 census tracts surround SLFAC, with 8,390 owned dwelling units
• Homeownership change 2000-2009: Average 23%
• Homeownership change 2010-2014: Average 20%
• Homeownership change 2015-2018: Average 22%
• Homeownership change 2019-2021: Average 3%
* Year-round competition pool programming with shared facility operational costs during summer season Recommendation
Staff recommends additional evaluation and
community outreach as part of Park Assessment
Master Plan prior to making further commitments to
build and operate a competition pool
