Project Update:
Manor Boulevard Proposed Parking
Restrictions Survey
Facilities and
Transportation
Committee Meeting
April 6, 2022
Existing Conditions –
Manor Blvd. between Farnsworth Ave. and Kesterson St.
• Narrow Sidewalks
• Rolled Curbs with
Cars parked on them
making it ADA
inaccessible
• Truck Route
• 12’ Drive Lanes
• Posted 30MPH speed
limit
• Mixed use –
Residential/
Commercial/
Church/High Density
Housing
• Manor Blvd is
included in the Bike
and Ped Master Plan
PROBLEM: Impassable/Inaccessible sidewalks
parked cars being sideswiped when parked legally
off the sidewalk, road too narrow to accommodate
open sidewalks, parking on both sides and minimum
lane widths for a truck route.
Vision Zero
• On March 21, 2022, City
Council Approved the
Vision Zero Transportation
Policy to eliminate traffic
related deaths and severe
injuries on San Leandro
streets.
• SAFETY is the main PRIORITY
Options
• Do Nothing – Problem persists
• Widen the Road – Very Costly solution which would also likely require building all new Sidewalks and Curbs and Gutters, utility relocations, and shortening driveways
lengths of residential properties
• One Way Traffic – Infeasible considering traffic volume on Manor Blvd. and the next parallel Collector street is Fargo Ave. which is too far away.
• Reducing Parking on One Side of the Street – creates a safe place for pedestrians, to walk on the sidewalks,
allows for (some) bike lanes and sharrows, maintains
some on street parking.
Reducing Parking FAQs
• The proposal will reduce parking on this portion of Manor Blvd. from approximately 128 spaces to 76 spaces.
• On the evening of 10/26/2021, 17 cars were parked along the portion of Manor Blvd that is proposed to receive parking restrictions.
• Many residents already do not park on the street as many cars have been sideswiped when parked legally off of the curb

Understanding the Results
• Voter Response – Very Low
– Only 17 Responses received of 529 Letters Sent
• Both Focus Groups are not in favor of Parking Restrictions • Both Influence Groups are in favor of the Parking Restrictions Community Feedback Received
• Safety Concerns – Residents on Manor may need to park further from their homes if parking is removed from one side of Manor Blvd. • Why can’t Police ticket those parked on the sidewalk
• New Housing Development at Old Manor Bowl Site will create need for additional parking on Manor and nearby side streets
• Church Parking on Sundays
• Why can’t parking on both sides be striped so people know not to park on the curbs
Next Steps and Recommendation to Council
• Vision Zero Policy says Safety is a PRIORITY in San Leandro. • Therefore, the Recommendation which puts SAFETY FIRST would be to remove parking from one side of the street to allow for the safest inclusion of multi-modal transit (Pedestrians, Bikes, Vehicles, Trucks and Buses) Questions and Open Discussion
