Where hardship circumstances exist for the GRANTEE, the STATE will consider authorizing advance payments. The STATE will consider the following factors in determining whether a hardship situation exists:

The amount will be returned to the grant balance.
• A request for advance payment must include the same level of expenditure detail and justification as a regular invoice. • All work under a previous advance payment must be fully liquidated via an invoice and supporting documentation and completed to the STATE’s satisfaction before another advance payment will be made.
• Any advance payment received by a GRANTEE and not used for project eligible costs shall be returned to CAL FIRE.
• Advance payments must be deposited into an interest-bearing account. Any interest earned on advance payment funds must be accounted for and reported as program income used toward offsetting the project cost or returned to the STATE.

If STATE funding for any fiscal year is reduced or deleted for purposes of the Urban and Community Forestry Grant Program, the STATE shall have the option to either cancel this Agreement with no liability occurring to the STATE, or if possible and desirable, offer an Agreement amendment to GRANTEE to reflect the reduced amount available for the Project.

Hi Walter,
Thank you for your questions on the grant application as approved.

The tree distribution program and planting goals are reasonable, achievable and have reasonable strategy in place. For the two year span of the grant, we will distribute 4,000 seedlings annually and hold in reserve 1,000 seedlings annually to grow in community and school based nursery programs for planting in the final year of the grant. Approximately 2,500 street trees annually will be planted in vacant lots, medians, priority neighborhoods with low tree canopy and/or high urban heat impact, parks, and open spaces, as well as direct request by property owners. The city will be utilizing science-driven ESRI assessment to determine wildlife corridors for planting and providing well water and reclaimed water for 100K Trees for watering.

The tree distribution program will be executed through community outreach and partnerships with the more than 150 identified community groups and organizations, including San Leandro Unified School District and San Lorenzo Unified School District, which has school sites within San Leandro. This also includes distribution through our 50 identified local environmental, bike walk, scouts, Sierra Club, creek and waterway groups, faith, health care, elders, unhoused and labor organizations. Overall an average of 25 seedlings per organization will be distributed.

The 10,000 trees (seedlings) are matched as fundraised by high school students. Students plan to raise $10,000 via direct solicitation fundraising to individuals in their communities. Students solicit $10 per donor to support planting trees in San Leandro. Each student goal is 10 donations for $100 total. One hundred students raising $100 from 10 donors each will raise $10,000. $10,000 purchases 10,000 trees from tree partner Arbor Day Foundation. (see slide).

Staff Positions:

Field Coordinator/Program Manager
Urban Forest Crew Member, Team Lead
Urban Forest Crew Member, Planters
All staff work for 100K Trees for Humanity (Common Vision, fiscal sponsor 501c3).

The Field Coordinator will provide technical assistance, training, and overall supervision and management of 100K Trees urban forest crew members and zone operations. Field Coordinators will participate fully in conservation projects with the crews that they supervise. They will monitor projects and provide on-site training when necessary. Field Coordinators will coordinate all aspects of the 100K Trees program in their designated municipal area, including all contracts for tree and plant installation programs that provide paid employment opportunities in municipal, county and state parks, private and corporate properties, and homeowner associations.

The Crew Leaders will lead teams of urban forest crew members on reforestation, conservation and community outreach and education projects in the city of San Leandro and surrounding areas and participating in environmental education, professional development, and outdoor recreation activities. The goal of the program is to create environmental stewards and future leaders who are directed to pathways to careers workforce development certificated programs at local community colleges, universities and labor unions through community engagement, physical labor, and teamwork.
