Lake Chabot Rd Stabilization (Existing Project)
2 The details of this project could be affected
by how Lake Chabot Road is used in the
future.
Current Issues • Sections of Lake Chabot Rd
between Chabot Terrace and
Astor Dr show signs of
settlement
• Sections of the road are
slowly creeping downhill
• Visible erosion at some of the
storm drain discharge points
3 Project Description
• City has designated American Rescue Plan Act (ARPA) funds to stabilize some of the roadway
• Installation of retaining walls to stabilize the roadway • Road needs to be stabilized at three locations
• Location and extent the repairs could depend on how the roadway is used in the future 4 Existing Roadway Configuration
5 On Lake Chabot Rd, looking West 0 – 6’ 0 – 6’
• Not a comfortable roadway to bike or walk
• Buffer width varies from 0 – 6’ wide
Guidelines for Desired Use
• 2018 Bike & Pedestrians Master
Plan
• Alameda County Transportation
Commission (ACTC)
Complete Streets Design
Guidelines
• Vision Zero Traffic Safety Policy
6 Example of a bike boulevard. Lanes meander to keep car speeds low. 2018 Bike & Pedestrian Master Plan
• Plan recommends upgrading this roadway to a Bicycle Boulevard • Bicycle boulevards are streets with low motorized traffic volumes (≤3,000 vehicles per day) and low speeds (≤ 25mph)
• Designated and designed to give bicycle travel priority • Use signs, pavement markings, and street elements like speed cushions and curb extensions to provide a comfortable environment for cyclist 7 ACTC Complete Streets Design Guidelines
• Guidelines ranks the modal priority among
the five major modes: auto, transit, bike,
pedestrian, and trucks
• Based on the street type, land use, and
supported transportation networks
• Lake Chabot Rd Primary Modal: Pedestrian
• Second Modal Priority: Bicycle
• Focus on making this roadway more
pedestrian and bike-friendly
8 Vision Zero Traffic Safety Policy
• Goal is to eliminate traffic related deaths and severe injuries, particularly among the most vulnerable travelers – people walking and biking
• Policy adopted by Council in March 2022 as a guiding principle for transportation planning and design
• Per this policy, this project should make the roadway safer for pedestrians and cyclists. 9 Goals
• Bike Boulevard: Traffic speed exceeds recommended level for bike boulevard. Reducing speed will require significant changes to the roadway. No current funding for this work. • Pedestrian Priority: Additional width required to add pedestrian facilities. Retaining walls and/or significant grading is required to add width. No current funding for this work.
We can maintain the road in the current configuration until future funding is allocated for these projects.
OR
We can close the road to cars and create safe bike and pedestrian facilities to meet these goals at a low cost.
10 Option 1 – Maintain Vehicle Access
• Road is rehabilitated and will
continue to support vehicular
traffic
• No improvement for bicycles or
pedestrians at this time
• Future project and funding
required to create Bike
Boulevard or pedestrian facilities
11 Option 2 – Bike and Pedestrian Pathway
Convert this section of Lake Chabot Rd to a Bike and Pedestrian Pathway • No public vehicular access from Chabot Terrace to Astor Dr • Only Emergency and Utility Maintenance Vehicles allowed 12 Alternative Routes

Conclusion
• Staff recommends Option 2
• Near term implementation of improvements to meet City goals • Low cost
• Safer experience for cyclists
• Opens a walking path
• Request Committee concurrence with Staff recommendation • Thoughts? Questions?
