6 Project Purpose and Objective
EBMUD Pipeline Replacements
and Trench Soils
• EBMUD is proactively replacing its pipelines to improve water service, reduce water loss, and decrease the number of
pipeline breaks within its service area
• Trench soils are excavated soil and rock generated by pipeline construction and repair work
7 Current Trench Soils
Management
Trench soils are:
• Double-handled
• Disposed at landfills
• Beneficially reused
8 Project Purpose
The Quarry Site would provide:
• Long-term economical and sustainable
management of EBMUD trench soils
• Beneficial reuse of EBMUD trench soils
9 Project Operational Objectives
• Improve operational efficiency of trench soil and
backfill materials management
• Reduce operational costs
• Reduce greenhouse gas emissions
• Maintain a safe site in compliance with
regulatory requirements

15 Project Description
Project Stages
•Fill Operations
•Site Restoration
•Restored Site
16 Fill Operations Stage
• Trench soils would be:
– Transported to the Quarry Site
– Placed in phases
– Compacted to stable slopes
• Trench backfill materials would be
stored at the Quarry Site and taken
to jobsites when needed to backfill
open trenches
• Trench soil/water mixtures would
be mechanically separated at the
Quarry Site
17 Fill Operations: Objectives
• Create a safe and stable graded site
• Minimize impacts to the environment and local
community
• Protect the local community from construction hazards 18 Fill Operations: Work Hours,
Staffing, and Security
• Work Hours 7 am – 7 pm
• Trucks would typically enter
and exit the site between
9 am – 3 pm
19 • Site Staffing:
– Approximately 8 personnel onsite daily
• Site Security:
– Automated vehicle gates with EBMUD badging requirements – Security cameras
– Security fencing

Fill Operations
• The proposed Project Fill Operations would:
– Restore the Quarry Site with approximately
3.4 million cubic yards of clean trench soils
– Take approximately 40-80 years to fully
restore the Quarry Site
– Include interim phases to provide benefits
before final restoration
22 West Fill Area: Interim access and trail

Fill Operations: Transportation
• Haul routes would be
the most direct route
from public highways
• Current Average Daily
Traffic (ADT) on Lake
Chabot Road is
approximately 3,500
vehicle trips (both
directions)
• Project ADT on Lake
Chabot Road will range
from approximately 60
to 200 vehicle trips
during Fill Operations
(both directions)
24 Fill Operations: Quarry Site
Soil Management Plan
• A Soil Management Plan is being developed
and will include:
– Trench soils
•acceptance criteria
•sampling and stockpiling methods
•monitoring and reporting requirements
– SF Bay Regional Water Quality Control
Board approval and oversight
25 Site Restoration Stage
• Potential beneficial uses of the Quarry
Site include:
– Open space
– Native plant restoration
– Passive recreation (public trails)
26 Site Restoration: Objectives
• Establish natural landscape using local native vegetation similar to adjacent Fairmont Ridge Park District lands
• Create a safe recreational trail available to the public • Minimize need for water for irrigation
27 Restored Site Stage
29 N
Restored Site: Objectives
• Provide open space with native vegetation
• Provide opportunity for passive recreation
• Minimize fire and public safety risk

Preparation of EIR
Alameda County
Conditional Use Permit
• EBMUD applied for a Conditional Use
Permit from Alameda County May 2022
• EBMUD presented at a Castro Valley
Municipal Advisory Council meeting in
September 2022
48 Key Takeaways
49 • The Draft EIR will include results of the analyses of environmental resource areas and discussion of any
potential impacts
• The Quarry Site Restoration Project will not be a landfill – No trash or debris will be placed at the Quarry Site
– Only clean trench soils generated from within EBMUD
service area from EBMUD activities will be placed at the Quarry Site
– All trench soils will be placed at stable slopes per an approved grading plan and will be planted with native
landscaping and restored at the end of each fill phase
50 Next Steps
Next Steps
• Incorporate feedback from tonight’s meeting
• Continue outreach with the public and local
stakeholder agencies
• Continue to coordinate with Alameda County on
the Conditional Use Permit process
• Prepare a Draft Environmental Impact Report to
be released early 2023
