Sonic Telecom, LLC. 2260 Apollo Way, Santa Rosa, CA. 95407 707-522-1000 Sonic FAQ for the City of San Leandro
Queson: Can you explain what is the CPUC CPCN approval granng document to Sonic to provide full facilies-based service?
Answer: "CA CPCN" refers to a Cerficate of Public Convenience and Necessity. A CA CPCN is an approval granted by the California Public Ulies Commission (CPUC) to a service provider that allows them to provide full facilies-based services in the state.
Facilies-based service refers to a telecommunicaons or ulity service where the provider owns or controls the physical infrastructure necessary for the delivery of that service. It typically involves the construcon, operaon, and maintenance of networks, such as fiber opc cables, transmission lines, or other infrastructure components.
The CA CPCN allows Sonic to establish and expand our network infrastructure, offer a wider range of services, and compete in the telecommunicaons market in California. It signifies that Sonic has met the necessary regulatory standards and can operate as a facilies-based service provider in the state.
Queson: How does a CPCN relate to the incumbent ILEC (AT&T)? Answer: The CPCN process plays a role in governing the relaonship between CLEC (Sonic) and ILEC (AT&T). It ensures that CLECs have access to the ILEC's network infrastructure through interconnecon and collocaon arrangements, while also ensuring compliance with regulatory requirements. Addionally, the CPCN process evaluates and approves the CLEC's ability to provide addional services beyond basic local telephone services, facilitang fair compeon between CLECs and ILECs.
Queson: Are any of Sonic facilies going to be installed on City owned poles? Answer: No, all will be on PG&E/AT&T poles.
Queson: What is the meline for removing temporary poles? Answer: Ideally within 12 months. Sonic will inform the power company of the overloaded unsafe pole, and Sonic will remove the temporary/bypass pole and place its facitlies on the new pole once the Ulity installs it.

Sonic Telecom, LLC. 2260 Apollo Way, Santa Rosa, CA. 95407 707-522-1000 Queson: Does this organizaon have a franchise agreement with the city? Answer: Franchise agreements are only applicable to video services. They are not permited for voice and Internet services as per regulaons.
Queson: What is the basis for allowing the installaon of new poles when there is exisng infrastructure, especially given the nominal weight of fiber? Answer: Through the engineering process if it’s determined that the pole has failed (is overloaded) Sonic will place a temporary pole and nofy the pole owner of the unsafe condion.
The pole owner is required to replace the pole. Once the pole is replaced, Sonic will remove the temporary pole and move our facilies/fiber to the new pole.
Queson: What is the process for PG&E or other ulity company to replace poles or add new poles?
Answer: Sonic will inform PG&E of the overloaded and unsafe overloaded pole, and PG&E is required to replace the pole. Sonic can not speak to PG&Es specific process, but it's important to note that ulity companies priorize safety and operaonal efficiency, and they work to complete necessary pole replacements within a reasonable meframe to minimize any potenal risks or disrupons to electrical services.
Queson: Does the city play a role in approving this type of installaon? Answer: This would be between PG&E and the City for geng the appropriate permits and approval.
Queson: Who owns the exisng and new poles being installed? Answer: Bypass/Temporary poles would be owned by Sonic. The Replacement pole will be owned by the Ulity and Sonic will then remove the Temporary Pole and place our fiber facilies on the new replacement pole
