CITYWIDE SPEED LIMIT UPDATES 2024
City of San Leandro
City Council Meeting
June 17, 2024
W-Trans
Kenny Jeong, PE
BACKGROUND
• Per State Law, speed limits are generally recertified every 7 years • Speed limits may be extended (14-yrs from date of original certification) • San Leandro’s most recent evaluation was completed in 2017 • Since the last update, changes in State Law were enacted, namely AB 43 & AB 1938 which created more flexibility to lower speed limits. 2 WHY ARE LOWER
SPEEDS DESIRED?
3 SPEED LIMITS ARE SET BY STATE LAW
CALIFORNIA VEHICLE CODE (CVC)
Two categories for speed limits
• By default speed (Prima Facie)
• By Engineering & Traffic Survey
(E&TS)
4 COMMON PRIMA FACIE SITUATIONS
15 MPH
TIME RESTRICTED: Within 500 feet of a
school. Must have signs. (CVC 22352.4)
Within an alley or obstructed sight lines of rail
crossing or uncontrolled intersections (CVC
22352)
25 or 20 MPH
A Business Activity District (CVC 22358.9) defined as
meeting at least three of the following:
1. At least 50% adjacent property is retail, dining, commercial uses that open directly onto sidewalks
2. On-street parking along the roadway
3. Traffic signals or stop signs at intervals no more than 600 ft
4. Marked crosswalks not controlled by signals or stop signs. 25 MPH
Within 500 feet of a school or passing a Senior Center (CVC 22352) TIME RESTRICTED: Adjacent to children’s playground (CVC 22357.1) Any street shown as a local road on the California Road System (CRS) Map *OR* meets the following criteria (CVC 40802):
• Primarily provides access to abutting residential properties • Roadway width of not more than 40 feet
• Not more than 0.5-mile between traffic signals or stop signs • Not more than one traffic lane in each direction
5 ENGINEERING & TRAFFIC SURVEY
1. Are required to establish legally enforceable speed limits on streets where prima facie conditions do not apply.
2. Generally, must be recertified every 7 years.
3. Data-driven process.
4. Must be completed by a licensed Civil or Traffic Engineer.
5. Are needed for speed enforcement.
6 SPEED DATA BASICS
85th percentile speed: Most drivers
(85%) are traveling at or below this
speed. Speed Limits are usually set
near this speed.
Pace Speed: The 10-MPH range which
contains most of the vehicles. In nearly
all cases, the speed limit should be set
within the Pace Speed.
EXAMPLE: Lewelling Blvd
(Wicks Blvd to Sedgeman St)
85th Percentile Speed
PACE
7 E&TS PROCESS
**Cannot set a speed limit that is less than 12.4 mph from the 85th Percentile Speed.
Discretely measure prevailing speeds
Identify the 85th percentile and round to the nearest 5-mph increment Determine whether street qualifies for any optional one time 5-mph reductions.
Example factors are:
• Higher than average crash rate
• “condition not readily apparent to a driver”
• Adjacent to pedestrian or bike generating land use
Starting June 30, 2024, streets within a Safety Corridor may apply additional optional 5-mph reduction. 8 SUMMARY OF SPEED LIMIT CHANGES
1. 67 roadway segments evaluated.
2. 15 segments determined to be eligible as prima facie and set with 25 mph limit.
1. Speed limits at these segments do not expire.
3. Speed limits set at 52 segments by E&TS process.
1. Certification expires in 7 years.
2. Speed limits at 19 segments reduced by 5 mph.
3. Speed limits increased at no segments.
