IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO
RESOLUTION NO. 2024-XXX
RESOLUTION TO APPROVE THE 2024 SAN LEANDRO ECONOMIC DEVELOPMENT STRATEGY WHEREAS, in 2016, the City Council approved the Economic Development Element of the General Plan; and
WHEREAS, since 2016, there have been dramatic shifts in the market that underpin economic development—including changes in financial, demographic, technology, social, and real estate trends—all of which create the need to update the City’s economic development strategy; and
WHEREAS, in 2023 the City Council approved a Consulting Services Agreement with Strategic Economics to perform the analysis, community outreach, stakeholder engagement, and production of the Economic Development Strategy; and
WHEREAS, City Staff and Strategic Economics have been working to develop an Economic Development Strategy that includes a strategic vision, goals, strategies, and action steps to accelerate innovation and growth of target industries, support transformative development opportunities, work to preserve industrial district and address infrastructure needs, attract high-quality retail and support shopping districts, facilitate workforce development and education opportunities, and support small businesses and entrepreneurs; and
WHEREAS, the City of San Leandro solicited public comments via a multitude of public workshops, stakeholder interviews, and industry focus groups; and
WHEREAS, all public comments received were considered in the contents of the final Strategy and/or will be considered during the implementation planning; and WHEREAS, the Economic Development Strategy will guide economic development activities over the next five to ten years; and
WHEREAS, the Economic Development Strategy will articulate a clear vision and pathway for economic development, in line with existing City Council policies and priorities; and WHEREAS, the City Manager recommends execution and submission of said Economic Development Strategy.
NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:
That said 2024 San Leandro Economic Development Strategy is adopted and approved; and That the City Manager is authorized to make non-substantive edits and amendments to the 2024 San Leandro Economic Development Strategy; and

That the City Manager is authorized to execute all documents and take all actions necessary to implement and effect the purpose and intent of this Resolution.
