IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO
RESOLUTION NO. 2025-XXX
RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A NONPROFESSIONAL SERVICES AGREEMENT WITH SYNAGRO-WWT, INC. FOR A NOT TO EXCEED AMOUNT OF $830,000 FOR BIOSOLIDS HAULING FROM THE CITY’S WATER POLLUTION CONTROL
PLANT (WPCP) FOR A PERIOD OF FOUR YEARS
WHEREAS, the City’s WPCP produces an estimated 2,000 tons of biosolids from treated wastewater and limited space on site for drying; and
WHEREAS, the Environmental Protection Agency (EPA) sets required testing and constituent limits to be met to be used for land applications and specifies Class A and Class B biosolids; and
WHEREAS, City staff sought competitive bids for the removal of biosolids from the WPCP and the lowest bidder was Synagro-WWT, Inc., with a bid of $83 per ton for Class B and $78 per ton for Class A Biosolids; and
WHEREAS, WPCP has an immediate need to remove 2,500 tons of biosolids on site to allow for more drying space; and
WHEREAS, Staff recommends entering into a contract with Synagro-WWT, Inc to provide biosolid hauling and disposal services up to 10,000 tons of biosolids over a four year period ending December 31,2028.
NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:
That said non-professional services agreement is hereby approved and execution by the City Manager is hereby authorized.
