IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO
RESOLUTION NO. 2025-XXX
RESOLUTION TO APPROVE THE CITY’S SEWER SYSTEM MANAGEMENT PLAN (SSMP) UPDATE AND
AUTHORIZE THE LEGALLY RESPONSIBLE OFFICIAL TO CERTIFY AND SUBMIT THE SSMP TO THE
CALIFORNIA STATE WATER RESOURCES CONTROL BOARD (SWRCB)
WHEREAS, the State Water Resources Control Board (SWRCB) adopted Order No. 2006-0003- DWQ, Statewide General Waste Discharge Requirements for Sanitary Sewer Systems in May 2006, which requires public agencies that own or operate sanitary sewer systems to develop and implement Sewer System Management Plans (SSMPs); and
WHEREAS, the SWRCB program requires collection agencies to present the SSMP to the agency’s governing board for approval and re-approval every 6 years; and WHEREAS, Staff performed an internal audit of the SSMP in February 2025; and WHEREAS, the City’s SSMP was updated based on the findings of the audit and designed to meet and exceed SWRCB requirements.
NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:
That the SSMP is approved and the City Manager, her designee, or the Legally Responsible Official for the City is authorized to certify and submit the SSMP update to the California State Water Resources Control Board.
