CALL TO ORDER

1. The meeting was called to order at 6:03 PM. Secretary Liz Hodgins led the Pledge of Allegiance and took roll.

2. ANNOUNCEMENTS
Secretary Liz Hodgins announced Recreation and Parks’ annual Pumpkin Splash event on Friday, October 17, at the Boys and Girls Club and invited YAC members to volunteer at the event.

Commissioner Annie Lei moved to approve the agenda, with Commissioner Elizabeth Fraire seconding the motion, which passed with 21 Ayes, 0 Nays, and 0 Abstention.
3.b. APPROVAL OF MINUTES OF June 3, 2025

Commissioner Morgan Pittman moved to approve the minutes with Commissioner Juliana Morales seconding the motion, which passed with 21 Ayes, 0 Nays, and 0 Abstention.

4.a. Recommendation to Amend the Youth Advisory Commission Meeting Schedule from Twice Monthly to Once Monthly

Attachments: Youth Advisory Commission attendance data 22-25 Secretary Liz Hodgins presented the staff report recommending an amendment to the YAC meeting schedule from twice monthly to once monthly to improve attendance and engagement. After discussion, Commissioner Julianna Morales moved to approve the amendment with Commissioner Violet Lau seconding the motion, which passed unanimously.

7. ACTION ITEMS
7.a. Review and Discussion of Boards and Commission Handbook Secretary Liz Hodgins confirmed that all members received and reviewed the Boards and Commissions Handbook, which outlines key responsibilities and expectations as well as an overview of Brown Act procedures.

8.b. Liaison Representative Reports
The second wave of YAC appointees took the oath of office at the City Council meeting on Monday, October 6, where the Mayor presented a proclamation declaring October 2025 as Domestic Violence Awareness Month.
Commissioner Candace Buchanan will attend the City Council meeting on October 20, 2026, and report back at the next YAC meeting.
The Recreation and Parks Commission (RPC) meeting scheduled for Wednesday, October 1, 2025, was cancelled, and Commissioner Elizabeth Fraire will attend the next RPC meeting on November 5, 2026, and report back.

Commissioner Elizabeth Fraire moved to adjourn the meeting, with Commissioner Alynna Granada seconding the motion, which passed with 21 Ayes, 0 Nays, and 0 Abstention.
