1. Mayor González called the meeting to order at 5:07 pm and led the Pledge of Allegiance.

3. DISTRICT 2 APPOINTMENT PROCESS
3a. 26-118 Interview of Applicants for the District 2 City Council Vacancy; and Potential Action to Adopt a Resolution to Fill the Vacancy by Appointment or Potential Action to Adopt a Resolution Calling for a Special Election to Fill the Vacancy
Comments were made by five people.
The random interview order of candidates was prepared by the City Clerk, and interviews were conducted in the following order: James Aguilar, Emily Chandler, Edward Hernández, Tiare Peña, Robert Bulatao, Leo Sheridan, and Luis Mendoza. Candidates were escorted to the Sister Cities Gallery and sequestered until their interview time.
The City Council took a 10-minute recess at 7:30 p.m.

- Councilmember Aguilar nominated James Aguilar
- Councilmember Bowen nominated Emily Chandler
- Vice Mayor Viveros-Walton nominated Luis Mendoza

- Vice Mayor Viveros-Walton nominated Tiare Peña
- Councilmember Simon nominated Edward Hernández.

The first round random voting order of nominees was prepared by the City Clerk, and votes were conducted in the following order: Luis Mendoza, Edward Hernández, Emily Chandler, Tiare Peña, Leo Sheridan, James Aguilar. Results of the first vote on nominees was as follows:

No nominee received a majority vote in the first round of voting. For the second round of voting, the City Council narrowed the list of nominees to include Emily Chandler, James Aguilar, Luis Mendoza, Tiare Peña. The random voting order of nominees was prepared by the City Clerk as follows for the second round of voting: Luis Mendoza, James Aguilar, Emily Chandler, and Tiare Peña. Results of the second vote on nominees was as follows:

Abstain - 4 (Aguilar, Boldt, Bowen, Simon)

A motion was made by Councilmember Aguilar, seconded by Councilmember Boldt, to adopt the resolution appointing James Aguilar to fill the District 2 City Council vacancy to a term expiring December 31, 2026 and until a successor is elected and qualified. The motion CARRIED by the following vote:
