IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO
RESOLUTION NO. 2026-XXX
RESOLUTION TO APPROVE THE APPOINTMENT OF RETIRED ANNUITANT JOSEPH KREINS AS INTERIM POLICE CHIEF PURSUANT TO GOVERNMENT CODE SECTIONS 7522.56 and 21221(G) WHEREAS, in compliance with Government Code §7522.56 and §21221(g), the City Council of the City of San Leandro must approve a resolution when a retired annuitant is employed to fill a position during a leave of absence granted to a person on payroll status for a period not to exceed one year and found to require specialized skills; and
WHEREAS, Joseph Kreins is a retired annuitant who possesses specialized skills and extensive experience in sworn law enforcement; and
WHEREAS, Joseph Kreins will be appointed as the Interim Police Chief for the City of San Leandro effective June 15, 2026 and will be separated upon the return of the permanent employee’s leave of absence; and
WHEREAS, Joseph Kreins will be paid an hourly pay rate that falls within the regular salary schedule for the Police Chief position and will not receive any other benefit, incentive, compensation in lieu of benefit or other form of compensation in addition to this hourly pay rate.
NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:
The nature of the appointment of Joseph Kreins as described herein and that this appointment is necessary to fill the critically needed position of Interim Police Chief for the City of San Leandro effective June 15, 2026 because of his specialized law enforcement skills and knowledge.
