OPERATIONS
The City is in the driver's seat
Monarch Bay is City-owned and City-directed. American Golf operates it under the City's direction.
The City
• Owns the property — land, buildings and course
• Sets the strategic priorities and direction
• Directs the capital program and approves every project • Retains the net income and decides how it is reinvested American Golf
• Operates day-to-day golf, maintenance and concessions • Works under a fee-for-service agreement through 2029
• Reports to and coordinates weekly with City staff
