SUMMARY
The project for Fiscal Year (FY) 2027 will replace the roof at Fire Station #10 located at 2194 Williams Street.
RECOMMENDATIONS
Staff recommend that the City Council adopt a resolution to approve and authorize the City Manager to execute a Non-Professional Services Agreement (NPSA) with Garland/DBS, Inc. (Garland) for the Fire Station #10 roof replacement in FY 2027, and to negotiate and approve cumulative change orders up to 4.5% or $38,705.31 of the original contract amount.
BACKGROUND
Fire Station #10 has a 13,500 square foot metal roof that is 24 years old. Originally replaced in 2002 and designed to last at least 15 years and carrying a warranty for that period, the metal roof panels are splitting at the seams, and the downspouts are rusting out. The new roof will remedy all these issues and will have a 31-year warranty.
Analysis
The City can issue a public call for bids or use a cooperative purchasing agreement to source roof work. While a public call for bids requires explicit plans and specifications, is typically prepared by an architect, and results in a contract being awarded to the lowest responsive bidder, a cooperative purchasing agreement contains pricing established by lowest bids received for a generic scope of work. Cooperative purchasing reduces staff time, eliminates architectural fees, and satisfies the City’s procurement policy as well as obligations under the public contract code.
Garland has a cooperative purchasing agreement for roof work and has successfully facilitated the completion of roof repairs for the City on several buildings. They have reviewed the NPSA and will execute it upon approval by Council.
Previous Actions
• On May 4, 2026, by Resolution No. 2026-055, the City Council approved amendments to the FY 2027 budget including a $625,000 allocation to the Fire Station #10 roof replacement
Financial Impacts
Sufficient funds are included in the FY 2026 Capital Improvement Projects Fund and FY 2027 Facilities Maintenance Fund budget for roof replacement and repair services:
This Council action will not impact fund balance because there are funds available in the FY 2026 and FY 2027 adopted budgets.
