Recommendation:
Review the 2023-25 Financial Plan Goal Setting Process; and Provide staff with initial input relative to existing Major City Goals; and Review and provide feedback on revised budget and fiscal policies; and Review and discuss the general economic outlook for the 2023-25 Financial Plan development; and Review the long-term capital outlook plan review.

Recommendation:
