RESOLUTION NO. 2022 - 9002
A RESOLUTION OF THE CITY COUNCIL ACCEPTING THE ANNUAL
PROGRESS REPORT ON GENERAL PLAN IMPLEMENTATION
WHEREAS, the City desires to comply with California Government Code sections 65400 and 65700, which mandate that all cities within California submit an annual report the Governor’s Office of Planning and Research (OPR) summarizing progress towards implementing their General Plan; and WHEREAS, preparing an annual report is required even when a city is undertaking a comprehensive General Plan update; and WHEREAS, the annual report is not subject to the California Environmental Quality Act (CEQA) because it does not meet the definition of “project” per Section 15378(a) of the CEQA Guidelines; and WHEREAS the City Council reviewed the General Plan Annual Progress Report for the period 2012 – 2021, dated April 2022, and finds that it accurately reflects the status of the City’s General Plan implementation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Marcos, California, hereby accepts the General Plan Annual Progress Report dated April 2022, and directs staff to submit the Report to OPR.
