RE: AB 1751 (Daly) Workers’ Compensation: COVID-19: Critical Workers.
Notice of OPPOSE Unless Amended (As introduced February 1, 2022) Dear Senator Portantino,
The City of San Marcos must respectfully oppose AB 1751 unless it is amended to only extend the presumption for only one year to January 1, 2024. This bill would extend the sunset date on the existing workers’ compensation presumption for COVID-19 by two years to January 1, 2025.
California, early in the pandemic, chose to implement a COVID-19 presumption to ensure employees would have access to the workers’ compensation system in the event of an infection. It is important to put appropriate time limits in place to this presumption as COVID-19 is better understood and treated than a year ago.
Increased vaccination rates, expanded natural immunity, improved treatment options, and mindful precautions will help bring us out of the pandemic. With consideration of what may happen in the next few months with COVID-19 infection rates, we think a one-year extension is more reasonable than two years.
For these reasons, the City of San Marcos opposes AB 1751 unless it is amended.
Sincerely,
Rebecca D. Jones
Mayor
