Re: Amendment to University District Specific Plan, City of San Marcos

Dear Mr. Piñon:

Thank you for coordinating with the Airport Land Use Commission (ALUC) for San Diego County on the City of San Marcos proposed amendment to the University District Specific Plan (proposed project). The proposed project is located within the Airport Influence Area (AIA) of the adopted Airport Land Use Compatibility Plan (ALUCP) for McClellan-Palomar Airport in Carlsbad, CA.

After further review of the proposed project location, it was determined that it is located within Review Area 2 of the adopted ALUCP and requires no submission to the ALUC for a consistency determination. However, the ALUCP reinforces existing federal and state requirements regarding Federal Aviation Administration (FAA) review of proposed projects within the AIA, which requires project sponsors to file an FAA Notice of Proposed Construction or Alteration (Form 7460-1) to address potential airspace conflicts, unless determined unnecessary. Please see the following link for additional information, https://oeaaa.faa.gov/oeaaa/external/portal.jsp.

In accordance with the adopted McClellan-Palomar Airport ALUCP and Title 14 of the Code of Federal Regulations (14 CFR) Part 77, we request that prior to construction or alternation of existing structures that fall within the jurisdiction of the City of San Marcos and the AIA, the necessary notice information be provided to the FAA. If the FAA determines that the proposed structure or temporary construction crane would be a hazard or obstruction to air navigation the proposed project would then require submittal to the ALUC for review.

If we can offer any additional assistance or provide insights on different methods that have been used to ensure that the FAA notice requirements have been achieved, please contact me at 619-400-2464 or [email protected].

Yours truly,

Ralph Redman
Manager, Airport Planning
