Hi ,

Please see the Draft Proposed Land Use Map, available in both PDF and interactive formats on the website. Please note, this map maintains the current Low Density designation for the Briggs parcel (221-021-52). This Draft Proposed Land Use Map is what will be considered by the Planning Commission and City Council.

The Alternatives Report was a tool used in the Spring to discuss land use options. Based on the feedback received on the report, the Draft Proposed Land Use map was developed.

Please let me know if you have any further questions. Thank you.

Does the proposed change to 222-121-32-00 indicate plans for expansion of the current Double Peak school? If not, why does the zoning need to be changed if a school already exists on the parcel? An expansion is desperately needed with the influx of hundreds of new families with young children moving into the community. 2) Parcel 222-170-38-00-B should contain a large playground similar to Alga Norte in Carlsbad. There are so many families in the adjacent community with no access to a nearby playground. Many of us have to drive several miles to find places for kids to play.

Thanks,
Guy

Message: Hi there -
A few questions/comments:
1) Does the proposed change to 222-121-32-00 indicate plans for expansion of the current Double Peak school? If not, why does the zoning need to be changed if a school already exists on the parcel? An expansion is desperately needed with the influx of hundreds of new families with young children moving into the community. The Current General Plan’s zoning on this parcel is inconsistent with the existing, on-the-ground use, thus the proposed change on this parcel. 2) Parcel 222-170-38-00-B should contain a large playground similar to Alga Norte in Carlsbad. There are so many families in the adjacent community with no access to a nearby

playground. Many of us have to drive several miles to find places for kids to play. This parcel is part of a Capital Improvement project. A Master Plan for this area will be prepared in the future and your feedback has been shared with our Capital Improvement project team. They look forward to your feedback on future work products as they are available for public review.

Message: With the construction projects nearby the additional cut-through traffic has made Poppy, Applewilde and Honeysuckle dangerous streets to walk or drive on in Discovery Hills. Cars are not stopping at stop signs and speeding is excessive. Speed bumps are needed on Poppy and Honeysuckle to slow down the drivers who feel entitled to go 50 mph or more westbound (downhill) towards Via Vera Cruz before someone gets killed. My wife and I walking have nearly been run over several times by cars not stopping at stop signs. Additional sheriff enforcement is required, and regularly. Too many cars using these streets to avoid San Marcos Blvd congestion and are ruining our neighborhood.

Good afternoon Beth,
Thank you kindly for your concerted efforts to communicate my feedback. I am grateful and very impressed with your professional follow up. Our community and citizens in our city, along with city staff, should be thankful for your detailed communication to all parties.

I look forward to viewing the future GP mobility plan and future inclusion of open space as new development occurs. Please let me know if there is anything I can assist with. (Maybe one day I will inquire about a job opening in the city to utilize my Public Administration degree. In the meantime, I will stick to the baking industry.)
Beth, thank you again. I genuinely appreciate ALL your assistance this year. You have always returned a call and email, and for that, I am grateful.

Happy holidays, and see you in 2023!

The General Plan policy document will include an Element (chapter) dedicated to mobility which will include goals, policies, and actions to support the City's high-level vision for how people get around the community by walking, cycling, driving and taking transit. Although the General Plan itself provides high-level guidance on the City's mobility priorities, the City is also preparing a separate Active Transportation Plan (ATP) which identifies specific mobility improvements necessary to help people get around the City safely and efficiently. I've passed along the notes from the GPAC meetings, including the discussion about desired pedestrian improvements in and around the Laurels neighborhood, to the General Plan team and the ATP team to consider as these documents are prepared.

In regards to the desire for additional open space, future open space will be provided as new development occurs. For this reason, future open space areas cannot necessarily be shown on the land use map, however, as future parks are developed, the land use map may be updated to show their location. I've passed this information along to the City's General Plan team as well. The General Plan policy document will reiterate

the City's commitment to ensuring that open space is provided to support any future residential growth.

Thank you for your feedback,

Message:

Hi Beth,

The following are comments on the recent General Plan Proposals. I am not sure if my comments matter, however here they are:

Per a review of the Draft Proposed Land Use Map and Land Use Alternatives Report, the Parcel 221-021-52-00 shows the VLDR, which I am thankful it has stayed as such. However per our Summer meeting there was agreement to add open space corridor / walking paths to connect the upper community (where I live) through to the Laurels along with a small park or open space. As it shows on the map, there is no green to indicate open space. There is a population of wildlife on this parcel, that include coyotes (which can be a nuisance to our pets), birds, rabbits, and other wildlife that would push them into neighborhoods or eradicate them due to increase population and increase traffic on San Marcos Blvd - which at times is like a highway.

Regarding the overall general plan proposal: Our continued concern in our neighborhood is too plan smart growth with inclusion of open space and population control to aid in water (which we are in dangerously low levels), schools w/ adequate parking (SMHS is over there allotted limit which is unacceptable, which is forcing traffic & parking enforcement adding to the strain on taxes, etc.), increased traffic to cross from one end of San Marcos Blvd to the other (takes more than 30 minutes at times sans construction & SDGE project, which adds more time), huge strain on first responders, hospitals, and other entities. While all cities in CA are mandated to increase housing, it is not on a Smart Growth Plan - as other resources are not taken into consideration. We are not a bicycle town as it is not safe - for many reasons. Increasing population with High Density, lack of proper parking, roadways, and infrastructure is not smart. While I know my words may be on deaf ears, it is my hope for 4 years from now we can have representation that will support this city and community, instead of developers and others that do not live in this fine city.

Beth, and Staff: Thank you for your efforts.

Dear Commissioners,
As Chr of the GPAC I wish to state that we continue to pursue good planning practices for the betterment of San Marcos. We recently spent a lot of time on visioning. for the area you are studying on Dec. 5th. A recent development application for Resturant Row is in our area of interest.

It is a housing application that could be better placed somewhere else instead of where it is suggested to be. The vacated Restaurant Row property offers a unique opportunity to develop a community based location that could provide opportunities of the social and educational development of all of its citizens. It could tie Mission Ave. residents to San Marcos area residents and could create a greater sense of community.

This secondary vision is entirely my own and not the GPACS. I raise the issue now because why develop a vision and guiding principles set of forward steps if they are to be cherry picked to suit individual developers with their own company vision? Thank you for your consideration. With sincere concern, Ramona Finnila

Good morning,
For parcels 223-080-41 and 223-080-42, the proposed zoning is to change from Specific Plan to Light Industrial. There were no speakers at Monday’s meeting on these specific parcels.

FYI, the Draft Proposed Land Use Map is still available for public review and public comments are due by December 16, 2022 at 5:00 pm. A parcel-specific survey is available on the project website: Work Products — San Marcos General Plan Update.

Please let me know if you need anything further.

Thank you,

Thank you very much.

Quick question that maybe you or Beth can answer:

Were there any speakers for or against the proposed light industrial zoning for the “movie studio”properties .

Is that property still proposed to change to light industrial? Thanks again,

Hi ,
Planning Director Joe Farace is happy to meet with you to discuss your request and this specific site. You can reach out to him directly at [email protected] to schedule a time to meet early next year.

At the Council meeting, City staff will be recommending the draft proposed map as-is currently available. If you disagree with staff’s recommendation, you can speak during the public comments portion of the meeting for Council’s consideration. The correspondence you’ve provided will also be included in the staff report packet that’s provided to Council. The exact Council meeting date will be confirmed early next year.

Sorry for being so disorganized on this.

When you suggest requesting a zoning change at the meeting, would that be a first request or is it inferred through my submissions ? Thanks

Hi Beth -
I noted there is another deadline today about the general plan update.

I spoke previously as you arranged with Mr. Farace, and had impression that it might not be important to make case for my properties. However, as the city identified 830 deadwood without my advocacy as one of the very few parcels of interest for the general plan update, I feel I should continue to voice my views.

Just some quick points:

- we were zoned estate residential and I started a 8/2 acre split Map about 20 years ago but stopped as 16 homes on the adjacent nursery got tentative approval and we questioned the wisdom of building a dream home on 8 acres next to a dense project (Developer went bankrupt).

At the time, Jim Simmons suggested doing 4 lots plus a remainder for the 10 acres but we settled on 2/8 prior to nursery plan. - about a decade ago we were downzoned to Ag.
- a quick analysis of my 10 neighbors on Deadwood shows a lot sizes range from 1.1 to 5.34 acres with a 2.0 acre average. 10 lots on 20 total acres whereas I have 2 lots on 20 total acres.

It seems to me that 830 deadwood was correctly identified as an area of interest and should be zoned similarly to what now exists in our neighborhood or reverts to prior estate residential status, so I feel I’d be remiss not to say something by this afternoons deadline. Please advise the best way to do so if possible.

I checked the email and didn’t think this was something I should just type into the comments section.

Thanks and regards,

Hi Beth -
Thanks for this mail.

I have parcels 13 and 14 on screenshot below and have a few quick comments:
- the acreage listed on the parcels are incorrect as are 10.00 and 10.01 acres according to deeds, etc.

According to our GIS, the north parcel is 10.44 acre and the south parcel is 9.2 acres. The northern parcel is identified as Focus Area 41 and is shown in the GP as being 10.44 acres.
- surprised to see adjacent properties listed as hillside residential when they encompass very steep ravines and a important creek runs through them. - I’d like consideration for hillside residential as well.

Hillside Residential-1 actually permits less density when compared to the Agricultural designation. Hillside Residential-1 allows 1 dwelling unit (du) on 4 acres to 20 acres depending on slope, while the Agricultural designation allows 1 du on 1 acre to 8 acres depending on slope. The Hillside Residential was probably placed on this property because, as you indicate, it is highly constrained; and therefore the most restrictive designation was placed on the site.

You may request the change from Agricultural to Hillside Residential-1 at the upcoming Planning Commission and City Council meetings, however more density would likely be achieved under the existing AG designation. - in prior city document parcel #13 was highlighted as area of interest to the city (I believe to further housing supply) so curious why it’s apparently no longer highlighted and retains same status as before. Note it was downzoned about a dozen years ago.

Parcel #13 is shown as Focus Area 41. According to the General Plan, Focus Areas were areas where land use changes could occur, or were nominated for change by applicants or property owners. Of the 47 Focus Areas, 14 Focus Areas where not recommended for land use changes and maintained their pre-2012 General Plan designations. In this case, Focus Area 41 (Parcel #13) was one of the 14 Focus Area not recommended for change. The site was designated AG prior to the 2012 General Plan Update and remained AG under the current General Plan.

Thanks for your attention.

Good afternoon

This General Update project is focusing on zoning changes in the central core of the City. Thus, the City is willing to honor the zoning change on the La Cienaga parcels as signed by the owners, and where contiguous, but does not want to pursue a decrease in zoning on City parcels, or those without the consent of the owners, in that area.

The draft proposed land use map will be considered at a City Council meeting in early 2023. Your comments and feedback will be included as part of the Council packet.

Hello Beth and Joseph,
I want to follow up on the 12/5 Planning Commission Meeting and the proposed land use map. I noticed the latest version leaves several vacant lots and the city owned parcel as residential, but surrounded by agricultural zoning. I understand ideally it would be best to get signatures of those owners to join the petition to rezone to ag. land. Those lots however, change hands frequently as it's soon discovered they're not developable (wetlands, fire, slope, easements, narrow lot, no septic, water rights, etc). I knew the previous sets of owners at the start of the year but I believe the current owners are out of the county, if not state, if not country. I don't foresee getting signatures for these.

My question is: are signatures 100% required, given that the lots were changed from residential to agricultural without any signatures in the entire valley by the city 10 years ago?

Couldn't the city choose to rezone, without consent, as they did to our entire neighborhood 10 years ago without either consent or notification?
The reason I follow up with this is the current proposed map shows a region that will be predominantly agricultural (including the contiguous county zoning), but then there will be an anomaly of residential lots in the middle of an agricultural zoning area. This doesn't seem consistent with the city's goals of avoiding patchwork zoning. If possible, can the remaining lots also be included in the rezoning back to agricultural? Thank you once again for all your help.

General Plan - Land Use Change Form

Hi

We’re currently reviewing the submitted land use change form request and need additional information and/or have a few questions.

We need signatures from all impacted land owners, including undeveloped parcels. Please obtain and provide signatures for the following parcels. In case it’s helpful, I’ve provided the owner name from our records.

182-110-27 –
182-110-33 –
182-110-37 –
182-210-01 –
182-210-02 –
182-210-15 –

A signature is missing from the following. Please obtain and provide.

182-210-18 (165 W. La Cienaga)

There are additional signatures on the document that do not correspond to an APN but seem to be from other residents of La Cienega. Are these properties affected by this land use change? If so, can you please confirm what the corresponding property is for each one?

Please let me know if you have any questions or need some clarification. In order to continue with the General Plan Update process, please submit a revised, signed form as soon as possible, but no later than Tuesday,
