Hi Norm,
It’s a pleasure to meet you virtually. Mark Luciani provided me your contact information as it relates to the proposed apartment development at the corner of N. Las Flores and S. Santa Fe Ave (below the Rancho Santalina Community). I sit on the Board of Directors with Mark, but come to you today as a concerned resident. I have reviewed the plans from the developer and have the following concerns:
1. Parking - Although the plans indicate there are approx. 104 parking slots (2 for each unit), a review of the plans shows approximately 25% of them are reserved for Visitors, Handicap and Mail. While I concede it is likely residents will utilize the visitor spots for themselves, that means the overflow parking will likely spill over into our Community. Street parking is already very limited in Rancho Santalina, and many times it is taken up by residents from the apartments at the bottom of the hill, who do not have enough parking in their Community.
2. Traffic - The plans indicate all residents from the proposed development would have to turn right onto S. Santa Fe, from the existing liquor store parking lot. A majority of the amenities these residents would likely utilize, and more importantly, freeway access, are actually the other direction, meaning they would need to immediately make a u-turn. This requirement would indicate traffic, and more importantly, traffic back-ups on S. Santa Fe will only increase, leading to a higher probability of traffic accidents. The intersection at N. Las Flores and S. Santa Fe has already seen a number of traffic collisions, including at least one fatality, in the eight years I’ve been a San Marcos resident. I only see this increasing with the added traffic. This leads to my second concern. With the challenges of the u- turn, I can foresee the developer, or property manager, making a request to put an exit onto N. Las Flores. This would only lead to increased, possibly unacceptable, levels of congestion, as a small two- lane road would be servicing three communities.
3. Noise and Nuisance - Based on the plans, the building appears to be styled like a dorm. Our Community has had challenges with homes being turned into dorms, with the individual rooms being rented out. It’s been so much of an issue that the HOA enacted rules to prevent this from occurring, with owners potentially being fined for violating. I am concerned these 1 and 2 bedroom units end up being rented to multiple college students (CSUSM is not far away), and instead of 1 or 2 people residing in a 1 bedroom, or 2 to 4 in a 2 bedroom, the units are rented to students who attempt to fit 2 or 3 times the number of people into a single unit. Add-in the easy access to the liquor store and it’s a recipe for disaster, creating trash and noise.
Having watched how the City treats the West side of San Marcos as a red-headed step child, I am excited that it’s finally getting some attention, but the proposed location is the wrong place for this type of development. There is plenty of land at the corner of Rancho Santa Fe and Mission to accommodate
they type of development being proposed. Both those roads are also two lanes in both directions, making them better candidates to handle the additional traffic concerns. Ultimately, the location for the proposed development just does not seem like a good fit.
I’d appreciate being added to any communication regarding this development and would like to attend any upcoming meetings, hearings, or City Council discussions. I’m also happy to discuss with you directly. My cell phone number is .
I thank you in advance for your time and attention to this matter.
Regards,
Greg

Subject: Regarding project on S.Santa Fe Ave. & Las Flores Dr. by Paul Meyer of Santa Fe Flores LP

Goo
d afternoon,
I'm Natalie Aguilar, a resident on , San Marcos, 92069. I wanted to reach out about the letter we received about the Notice of Application for the project on S.Santa Fe Ave. & Las Flores Dr. by Paul Meyer of Santa Fe Flores LP.
I wanted to comment saying that:
I would like to ask if the Notice of Application, or future correspondence can be sent with a copy in Spanish. Most of my neighbors are Spanish speakers, and it will be helpful for my neighbors to understand the development projects going forward in the city.
I would like to ask if there are community resource centers or parks being planned along with the Commercial and Light Industrial to Multi-Family Residential transition. Currently, on S Santa Fe Rd, the distance to the bike and walking trail is appreciated, but we need areas of safe recreation for the kids growing up in my neighborhood. A park alongside this residential development would be helpful, and overdue on this side of the freeway.
I also wanted to note if the development project will use the space sustainably by avoiding parking congestion along Las Flores Rd, De Leone Rd, Hollencrest Rd, and the possible traffic congestion the development could create.
Thank you,
--

Dea
r Sir:
I am writing to you in regards to the above mentioned workshop regarding Santa Fe Flores property development in the NW sector of the city of San Marcos. As a nearby homeowner, I have several concerns regarding the construction plans for this high-density, low-income apartment building and parking lot.
With a great consideration of the existing stock of apartment buildings, twin homes, single- family and condominiums; plus, two-distinct mobile home parks in this quadrant, alone…I feel that adding this property in the proposed area would:
▪create a greater number of persons with a lack of, or struggling towards upward social and educational mobility-than what is already occurring. In addition, it is my knowledge there is a different complex being built within .25 miles from the proposed site for this project.
▪There is still an undertow of gang related criminals in this area; despite the major clean-up from a few years, back. This sector already receives near weekly or more-police helicopter fly overs out of necessity. There is a near constant level of mischief including fireworks-year round, and disturbing vehicle exaggerated noises; including sideshows at local parking lots and intersections, theft…etc
▪Many families live under one roof to afford to live here; despite city and cc&r’s insisting on 2.5 persons per twin home-just in my local. The retail sector caters to the working poor; as aged- designed strip malls are fenced off or sit empty. 4 fast food stores over healthier, fast-casual dining, 4 gas stations, 4 mini marts, liquor stores…
This quadrant has become like the armpit of San Marcos and I feel you would be adding to the existing societal problems locating this project here.
▪We really need to integrate all economic classes across the city. More likely the occupants of this new building would prosper if located close to the university, it’s transportation and the like.
Perhaps you could ask the
▪Sheriff what he and his Deputies think of locating this low-income complex in this quadrant. Or, if locating it in the SE quadrant, for instance; would be a better fit. Including the Sheriff’s departments point of view in planning aids in an accurate assessment of the social temperature.
The same could be said for the nearby schools.
I completely understand the necessity for this project. But as a property owner in the area:
▪I am not comfortable with the likelihood my property would devalue due to this complex being built where it’s proposed-as stated in your first letter to select neighborhoods in the vicinity. In addition the increase of low income individuals to this area is not in my best interest due to their particular needs, advantages and disadvantages of same. Lastly, I generally think this area needs some higher-investment projects: Public, Commercial, Retail, Living-avenues; while the southern section of the city isn’t carrying its fair disbursement of lower-income households.
Thank you for your attention,
S.G. LINDGREN
