RESOLUTION NO. 2023-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS APPROVING THE AMENDMENT TO THE WITTMAN ENTERPRISES CONTRACT FOR EMS BILLING SERVICES AND AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS AND ALL RELATED DOCUMENTS.
WHEREAS, The San Marcos Fire Department provides Emergency Medical Services (EMS) transports and assessments, and contracts with Wittman Enterprises to process the billings associated with the services provided; and WHEREAS, Wittman Enterprises provides EMS billing services, Ground Emergency Medical Transportation (GEMT) program reporting and revenue tracking, data collection and reporting, and EMS legislation updates to the San Marcos Fire Department, as well as to surrounding North Zone Fire and EMS agencies; and WHEREAS, the San Marcos Fire Department, in conjunction with all surrounding North Zone Fire and EMS agencies, have utilized the services Wittman Enterprises for more than 20 years; and WHEREAS, Wittman Enterprises charges per transport, allowing the San Marcos Fire Department to include these services as part of GEMT cost reporting, thus potentially increasing reimbursement; and WHEREAS, Wittman Enterprises has increased the charge to process each transport and assessment to $22.00 per transport to keep pace with rising costs and maintain the ability to provide additional services such as, but not limited to, customer service survey reporting and necessary reporting for 9-1-1 Advanced Life Support Services contract compliance for the San Marcos Operating Area; and NOW, THEREFORE, BE IT RESOLVED that:
The City Council of the City of San Marcos does hereby authorize and delegate authority to the City Manager to finalize and execute EMS billing service agreements and amendments to Wittman Enterprises in an estimated aggregate not to exceed annual amount of $200,000.
